About this file

This Acceptance of Offer Form is executed by the City of Phoenix for a sealed offer procurement related to parts, installation, and service for direct current batteries and power plants for the Regional Wireless Cooperative. The City of Phoenix seeks a five-year contract commencing on or about February 1, 2026, for delivery, installation, and testing of direct current batteries, power plants, chargers, and associated equipment at radio site locations. A non-mandatory pre-offer conference is scheduled for November 20, 2025, at 2:00 pm, with written inquiries due by December 1, 2025, and the final offer response deadline of December 8, 2025, at 2:00 pm. The contract will be effective upon award by City Council and signature and recording by the City Clerk's department, or upon the specified effective date, whichever is later. The contract term extends for five years, terminating upon the earliest occurrence of reaching the end of the term including any extensions exercised, or termination pursuant to the agreement's provisions.

Pricing shall be firm and fixed for the initial contract year, with potential annual price increases subject to 60 days' written notice and supporting documentation. Contractors must submit standard, after-hours, and emergency labor rates, as well as catalog discounts for parts from specified manufacturers including Narada, Vertiv, Duracom, Exponential, CSB Batteries, and Talley. The procurement includes mandatory Disadvantaged Business Enterprise (DBE) and Small Business Participation set-asides, requiring contractors to make good faith efforts to engage small businesses and DBE firms, track monthly participation in the City's Certification and Compliance System, and submit annual Small Business Participation Plans. Contractors must work under Regional Wireless Cooperative personnel supervision and adhere to industry and manufacturer standards. The City reserves the right to purchase items from alternative sources in emergency situations and to adjust quantities or items as needed. No specific budget range is provided; however, the comprehensive nature of the procurement suggests significant investment in maintaining and upgrading the city's critical power infrastructure.
