About this file

This is an Acceptance of Offer Form for the City of Phoenix, a municipal corporation in Arizona, related to a five-year contract for parts, installation, and service of direct current batteries and power plants for the Regional Wireless Cooperative (RWC). The procurement (IFB-26-0107) requires contractors to deliver, install, and test direct current batteries, power plants, chargers, and associated equipment at radio site locations under RWC personnel supervision. A non-mandatory pre-offer conference was scheduled for November 20, 2025, at 2:00 pm, with written inquiries due by December 1, 2025, and sealed offers due December 8, 2025, at 2:00 pm. The contract is scheduled to commence on or about February 1, 2026, upon City Council award, City Clerk signature and recording, and compliance with Phoenix City Code requirements. The contract term is five years with potential extensions, and will terminate upon reaching the end of the term or upon termination pursuant to contract provisions.

Pricing for the contract includes firm and fixed rates for the initial year, with standard, after-hours, and emergency labor rates required. Contractors must provide catalog discounts for parts from specified manufacturers including Narada, Vertiv, Duracom, Exponential, CSB Batteries, and Talley. The solicitation includes mandatory Disadvantaged Business Enterprise (DBE) and Small Business Participation requirements, including monthly documentation in the City's Certification and Compliance System and annual submission of Small Business Participation Plans. Contractors must demonstrate good faith efforts to engage small businesses and DBE firms through outreach letters and identification of opportunities using City of Phoenix and Federal databases. Annual price increases are permitted subject to 60 days' written notice and supporting documentation. The City reserves the right to purchase items from alternative sources during emergencies and to adjust quantities or items as needed. No specific budget amount is provided, though the comprehensive nature of the contract indicates significant investment in critical power infrastructure maintenance and upgrades.
