About this file

This is an Acceptance of Offer Form from the City of Phoenix, a municipal corporation in Arizona, for a sealed procurement solicitation. The City of Phoenix is seeking a five-year contract for parts, installation, and service of direct current batteries and power plants for the Regional Wireless Cooperative (RWC), identified as solicitation IFB-26-0107. The contract will commence on or about February 1, 2026, and encompasses delivery, installation, and testing of direct current batteries, power plants, chargers, and associated equipment at radio site locations. A non-mandatory pre-offer conference is scheduled for November 20, 2025, at 2:00 pm, with written inquiries due by December 1, 2025, and sealed offer responses due December 8, 2025, at 2:00 pm. The contract includes a detailed current inventory of existing batteries and parts from manufacturers including Vertiv, Narada, Duracomm, and Exponential. The City reserves the right to purchase items from alternative sources during emergencies and to adjust quantities or items as needed.

Pricing terms establish firm and fixed prices for the initial contract year, with potential annual price increases subject to 60 days' written notice and supporting documentation. Contractors must provide pricing for standard, after-hours, and emergency labor rates, as well as catalog discounts for parts from specified manufacturers. The solicitation mandates Disadvantaged Business Enterprise (DBE) and Small Business Participation provisions, requiring contractors to make good faith efforts to engage DBE and small business firms, track monthly DBE participation in the City's Certification and Compliance System, and submit annual Small Business Participation Plans. Contractors must work under RWC personnel supervision and adhere to industry and manufacturer standards. No specific budget amount is provided in the solicitation materials, though the comprehensive nature of the five-year contract indicates significant investment in maintaining and upgrading the City's critical power infrastructure.
