About this opportunity
The City of Phoenix Parks and Recreation Department is requesting sealed proposals from non-profit organizations for operation, management, and maintenance of Papago Archery Range under an RFP with offers due June 25, 2026 at 2:00 p.m., with a pre-offer conference on May 28, 2026 and written inquiries due June 2, 2026.
Offerors must be non-profit 501(c)(3) organizations with a minimum of three years of operational experience and staff certified by the National Field Archery Association. This eligibility requirement is decision-flipping for the bidding universe.
The scope requires the contractor to provide archery introduction, beginner, and intermediate courses to the public; maintain at least five lanes open for general public use at all times; and conduct facility maintenance including ground upkeep, equipment management, and safety oversight. The City will provide facility access, utilities, water, storage units, restroom facilities, and a staff liaison. The contractor bears responsibility for day-to-day operations and maintenance costs.
The contract commences on or about October 1, 2026, for an initial three-year term with two optional one-year extensions and one additional five-year option, permitting a total contract period of up to 10 years. Compensation may be structured as a percentage of revenue from facility usage, a capital improvement to the facility as in-lieu payment, or a combination of both approaches. No fixed contract value is stated.
Evaluation is weighted as qualifications and experience (500 points, 50%), method of approach and service delivery (300 points, 30%), and compensation package structure (200 points, 20%). All offers must be submitted electronically through the City's OpenGov Procurement Portal. The contract is subject to Arizona business authorization requirements, non-discrimination statutes including FAA grant assurances and DBE requirements under 49 CFR Parts 26 and 23, immigration compliance, and background screening for all contract workers. FTA federal certifications apply conditionally based on contract value and scope.
