About this opportunity

Fairfax County, Virginia is seeking a comprehensive Procurement Card (P-Card) and Payable Solutions contract through a competitive Request for Proposal (RFP 2000004256) issued on January 15, 2026, with proposals due by February 27, 2026, at 2:00 PM EST. The solicitation aims to establish a contract for P-Card services for Fairfax County, Fairfax County Public Schools, and potentially other public agencies through the National Association of Counties (NACo) cooperative procurement program. The selected vendor will provide P-Card issuance and management, web-based administration and reporting tools, customer support, training, and transaction interfaces compatible with automated financial systems. Currently, the County and FCPS manage over 4,100 P-Cards with annual spending exceeding $120 million. Evaluation criteria will include approach and depth of response (60%), experience and qualifications (10%), and cost reasonableness (30%). An optional pre-proposal conference is scheduled for January 29, 2026, at 1:00 P.M. Eastern via Microsoft Teams, and all proposals must be submitted electronically through the Bonfire portal.

The contract will have a five-year term with three optional two-year renewal periods, and the current contract expires on August 14, 2026. There are no specific set-aside designations mentioned for disadvantaged enterprises. The successful vendor must maintain Fidelity Bond or Commercial Crime Insurance of at least $1,000,000 and Cyber Insurance of $1,000,000 per claim. Pricing must remain firm for the first 365 days, with subsequent year increases limited to the Consumer Price Index (UPI-U) not exceeding 3 percent. The estimated annual dollar volume under the Master Agreement is $650 million, potentially covering approximately 95,000 public agencies nationwide through the NACo program. Vendors must extend their Master Agreement to all eligible Participating Public Agencies at identical pricing and terms, and will be required to pay an administrative fee of 0.25% of aggregate monthly purchases. The contractor cannot sell or distribute cardholder information and must obtain annual independent audits in accordance with Statement of Standards for Attestation Engagements (SSAE) No. 18.
