About this opportunity

The Texas Department of Public Safety is soliciting offers for OpenText managed services through a Negotiated Request for Offers, with responses due October 5, 2026 (though the government file indicates an earlier deadline of January 12, 2026 — clarification on the operative date is essential). This is a continuation and expansion of DPS's existing OpenText implementation.

The scope covers administration, management, and support of OpenText infrastructure currently serving the Driver License Division and Regulatory Services Division for document management, scanning, processing, workflow automation, and storage of personally identifiable information. DPS anticipates future onboarding of the Criminal Investigations Division, Crime Records Division, Finance Division, Office of General Counsel, and Human Resources Operations. Current storage exceeds 70 TB with year-over-year growth; approximately 500 DLD employees access the system directly and approximately 2,800 additional employees access documents through web services. Enhancement services estimated at fewer than eight development hours are included at no cost; services exceeding eight hours require a task-specific Change Order Request using fixed hourly rates from the pricing schedule.

The contract term is five years from the effective date, subject to continuation based on available funding. DPS guarantees no minimum compensation and will not pay until the contract monitor approves commodities or services. Pricing must use the mandatory pricing schedule (Exhibit F.14), with all costs, fees, licenses, and expenses as the sole compensation. A 10%, 20%, or 30% prompt-payment discount may be offered.

Evaluation criteria are technical requirements (50 points), vendor performance indicators including financial capability and past performance (20 points), and cost (30 points). Respondents must submit audited financial statements for the last two years, compiled or reviewed statements from a certified public accountant, or a Dun & Bradstreet Business Information Report; completed HUB Subcontracting Plans; Direct Deposit Authorization and W-9 forms; Texas Identification Number applications; certificates of business authorization; and references from similar past contracts. The anticipated award date is March 1, 2026.
