About this opportunity

The City of Rio Rancho, New Mexico, located in Sandoval County, is issuing Request for Proposal (RFP) 26-009-PW to establish an on-call engineering services contract for the Public Works Traffic Section through competitive negotiations. The procurement seeks qualified consulting firms to provide comprehensive engineering services including coordination, studies, surveys, analyses, preliminary and final design, construction estimates, specifications, and right-of-way mapping for traffic-related projects. Deliverables include independent reviews of Traffic Impact Analyses (TIAs) for new developments, traffic engineering studies (such as traffic counts, signal timing plans, intersection geometry analysis, crash analysis, and level of service analysis), design documents in electronic PDF format, and record drawings with geographic information system (GIS) files that comply with the City's Quality Control/Quality Assurance Plan. Services may extend to construction-phase activities including office support and construction observation, with the consultant required to provide additional manhours or costs to advance designs to subsequent phases if budget becomes available and receives approval. The evaluation will be conducted on a 130-point scale, with 30 points for Project Understanding/Project Approach/Work Plan, 30 points for Experience and Qualifications, 20 points for Quality of Proposal, and 50 points for the Billing Rate Schedule; all work must be performed by licensed professionals registered in New Mexico and comply with Federal, State, and City manuals, standards, and guidelines. The RFP was posted on May 1, 2026, with written questions due by May 21, 2026 at 5:00 p.m. MST and sealed electronic proposals due June 4, 2026 at 2:00 p.m. MST through the City's Bonfire portal; proposals must remain firm for 120 days after submission or 90 days after best and final offers if requested. The required insurance coverage includes professional liability insurance of at least $1,000,000 per claim and $2,000,000 aggregate, plus commercial general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate.

The City of Rio Rancho encourages participation from Disadvantaged Business Enterprises (DBEs), small and minority-owned businesses, women-owned businesses, and labor surplus area firms, with all qualified offerors receiving consideration without regard to race, color, religion, sex, gender identity, sexual orientation, national origin, ancestry, age, or disability. Local businesses that meet the City's certification requirements and maintain their principal place of business within Rio Rancho's corporate limits are eligible for a two percent preference, while area businesses conducting business activities within the corporate limits may receive a one percent preference; however, no responsive bid or proposal may receive both preferences simultaneously. The design project is funded through local City funds, but all design aspects must comply with State and Federal requirements to ensure eligibility for State and Federal funding for future project phases; no state or federal set-asides apply to this procurement if solely funded through local sources. No incumbent vendor information or current contractor details were disclosed in the RFP documentation. The RFP permits the City to divide the scope of work into multiple parts and make multiple awards, and the contract term will be negotiated with successful offerors and shall terminate upon satisfactory completion of the scope of services; compensation will be based on a Time and Materials basis with a total "not to exceed" cost structure determined through the billing rate schedule submissions, with specific hourly rates and reimbursable expenses subject to negotiation.
