About this file

This is a Local and Area Business Certification form issued by the City of Rio Rancho, New Mexico, for use in conjunction with a Request for Proposal (RFP) for On-Call Engineering Services for the Public Works Traffic Section. The certification document establishes the framework for evaluating competitive sealed bids and proposals according to the City of Rio Rancho's Procurement Ordinance, Section 36.35. Bidders and offerors are required to certify whether they meet the requirements of a local business or an area business, with authorization from a representative who attests to the truthfulness and accuracy of the information provided. The form includes space for business name, address, authorized representative name and title, signature, and date.

The Local and Area Business Certification applies preference criteria to responsive bids and proposals, whereby local businesses receive a two percent preference and area businesses receive a one percent preference, in addition to statutory preferences. A local business is defined as an entity authorized to do business under New Mexico law, possessing current City business registration, maintaining its principal place of business within Rio Rancho's corporate limits, and agreeing to furnish evidence of New Mexico gross receipts tax payment. An area business meets the same requirements but maintains a bona fide place of business within the City and conducts business activities relating to the bid or proposal at a location within the corporate limits. No responsive bid or proposal may receive both local and area business preferences simultaneously. Misrepresentation of information on the certification form constitutes grounds for debarment and discontinuation of business with the City, and the City reserves the right to request additional documentation to verify submitted information.
