About this opportunity

The City of St. Petersburg is soliciting bids on office paper products including custom-printed envelopes and copy paper to be supplied on an as-needed basis under a multi-year agreement, with bids due September 1, 2026 at 3:00 p.m. and questions due August 24, 2026. Business Enterprise (SBE/MBE/WBE) participation is required; contractors unable to meet participation goals must submit a Good Faith Efforts Explanation Form documenting outreach to certified business enterprises.

The scope comprises six line items: custom-printed utility bill envelopes (Line Items 1–3), specialty paper products (Line Item 4), and standard copy paper (Line Items 5–6). Estimated annual quantities range from 161 to 2,500 cases by line item. Custom-printed items require vendor submission of samples for City approval prior to final award. Barcode placement and envelope specifications are detailed in attached line item documents. All deliveries must be made to the Consolidated Warehouse at 327 17th Street North, St. Petersburg, Florida within seven business days of purchase order receipt (or seven business days from final artwork approval for custom items). Vendors must maintain minimum inventory levels as prescribed by the City, accept purchase orders electronically, and designate a dedicated account manager.

The initial contract term is three years, with the City holding the right to renew for two additional one-year periods by mutual written agreement. Pricing is firm for the first twelve months; price adjustments thereafter require written justification and mutual written agreement for increases. The contract is non-exclusive; the City reserves the right to award on a split-order, lump-sum, or individual line-item basis and to contract concurrently with other vendors for similar goods.

Vendors must carry Commercial General Liability of $1 million per occurrence / $2 million aggregate, Commercial Automobile Liability of $1 million combined single limit, and Workers' Compensation as required by Florida law. Bid bonds equal to 5% of the bid amount and a performance bond equal to 100% of the bid amount are required. Preferred qualifications include a minimum of one year of experience providing office paper products, ability to obtain required insurance, and three customer references. Vendors must be registered with the Florida Division of Corporations and comply with E-Verify requirements. All bids must be submitted electronically through the OpenGov Procurement portal. No pre-proposal conference is scheduled.
