About this file

Summary

This is a Subcontractor Summary Spreadsheet Instructions document from the City of St. Petersburg, Florida, establishing guidelines for subcontracting on a shelter-related bid project. The document outlines the procedures and requirements that prime contractors must follow when submitting bids, including mandatory completion and submission of the subcontractor worksheet with all bid proposals. The instructions specify that up to 80 percent of the contract work may be subcontracted, and they detail the allowable circumstances under which subcontractors may be changed or substituted post-award, including failure to execute a written contract, lack of appropriate licensing, bankruptcy or insolvency, ineligibility to perform work, refusal or failure to perform, substantially unsatisfactory work performance, or substantial delays or disruptions to project progress. Only first and second tier subcontractors are permitted unless otherwise noted in the contract documents.

The spreadsheet requires prime contractors to provide complete information for each intended subcontractor, including the subcontractor's legal name, primary business address, contact information for the employee responsible for project supervision, identification of whether the subcontractor is a Small Business Enterprise (SBE) or Minority/Women Business Enterprise (MWBE) contractor, trade classification of work being subcontracted, and the subcontract amount. Any changes to the approved subcontractor list after contract award must be submitted in writing to the City's Contracts Compliance Manager with supporting documentation of the reason for substitution. SBE subcontractors used to meet SBE percentage requirements must be replaced with other SBE subcontractors unless the prime contractor demonstrates compliance through alternative means. These restrictions do not apply to FDOT LAP or federally funded projects.
