About this file
This is a Subcontractor Summary Worksheet instruction document for the City of St. Petersburg, Florida, designed to accompany bid submissions for contracted projects. The worksheet requires prime contractors to disclose all intended subcontractors and provide detailed information including subcontractor names, business addresses, contact information for project supervision personnel, trade classifications, and subcontract amounts. The document specifies that only first and second tier subcontractors are permitted unless otherwise noted in contract documents, and establishes restrictions on the percentage of work that may be subcontracted based on project-specific limits outlined in the Contract Standards and Instructions to Bidders Article I-13.
Subcontractors may only be substituted after project award and pre-construction meeting under seven specific circumstances: failure or refusal to execute a written contract at the specified price, lack of appropriate licensing, bankruptcy or insolvency, ineligibility to perform work, failure to perform subcontract work, substantially unsatisfactory work performance, or substantial project delays or disruption. Critically, Small Business Enterprise (SBE) subcontractors used to meet SBE percentage requirements must be replaced with other SBE subcontractors unless the prime contractor demonstrates compliance through alternative means. Requests for subcontractor changes must be submitted in writing to the Procurement & Supply Management Contracts Compliance Manager. The worksheet was last revised in January 2020 and must be completed and submitted with all bids, or bidders must provide a written statement confirming no subcontractors will be used.
