About this opportunity

Oregon's Department of Administrative Services, Procurement Services (DAS SPS), on behalf of the Oregon Employment Department, has published a Notice of Special Procurement to amend its existing contract with Cascade Web Development, Inc. for WorkSource Oregon website hosting and maintenance, with a notice due date of October 29, 2026. The notice states it is not a bid, and the procurement is not an opportunity to submit a proposal. Interested parties may only file protests.

The amendment covers web hosting, maintenance, operational support, and additional work hours for the WorkSource Oregon website, which serves the public in 12 priority languages and contains Level 1 published data classified as low risk and publicly accessible. DAS SPS would replace the Oregon Employment Department as the contracting party.

The estimated total cost rises from $111,317 to $258,386. The amended term runs January 1, 2027 through December 31, 2031, for a maximum of five years, and the five-year total is $147,069, beginning at $28,529 in Fiscal Year 2027 and reaching $30,334 by Fiscal Year 2031. The current Contract No. 22-128 expires December 31, 2026. The contract originated as Emergency Contract No. COVID-19-330, awarded to Cascade Web Development in June 2021 after an emergency RFP drew three proposals.

The special procurement is justified on the grounds that switching providers would create significant implementation costs, operational disruption, and transition risk. The amendment requires approval from DAS Enterprise Information Services and legal sufficiency approval from the Department of Justice before execution.

Written protests must reach the State Chief Procurement Officer within seven calendar days of the first publication date, October 21, 2026. Protests must include the legal and factual grounds, the resulting harm, and the relief requested, and may be sent to 155 Cottage Street NE, Salem, OR 97301, or to egs.pscustomercare@das.oregon.gov with the subject line "Protest of Special Procurement #REQ-DASOBO-00223850." Copies go to Ashley Griffin, State Procurement Analyst, at Ashley.griffin@das.oregon.gov or 971.900.9983, but copying Griffin does not satisfy the delivery requirement.
