About this opportunity

The State of Oregon Department of Administrative Services, on behalf of the Oregon Department of Human Services, Oregon Health Authority, and Department of Justice, is issuing a Special Procurement Public Notice for Amendment #2 to continue Electronic Employment and Income Verification services and related value-added services from Equifax Workforce Solutions, LLC under sole-source authority, with a seven-day protest period closing September 25, 2026. This is notice of an approved special procurement action, not a solicitation for competing bids.

The scope covers continued use of The Work Number (TWN) platform for employment and income verification essential to SNAP, TANF, Medicaid, HIV programs, and child support eligibility determinations and enforcement. Amendment #2 adds new value-added services including direct Application Programming Interface integration between the Equifax Workforce Solutions platform and ODHS's OregONEligibility (ONE) System for real-time verified employment and wage data retrieval during benefit determinations and recertifications; DOJ Child Support Basic services; and a one-time Continuous Evaluation data file for SNAP.

Amendment #2 increases the Maximum Not-to-Exceed compensation by $10 million for years six and seven, bringing the total contract value to $45 million. The contract extends through July 31, 2028. The original contract, executed in February 2021 under Special Procurement SP-1240-20 with an initial NTE of $13.883 million, was previously amended in September 2022 to increase the NTE to $20 million. Equifax is designated the sole known provider capable of delivering The Work Number's payroll-sourced employment and income verification data with the required operational efficiency and accuracy for federal program compliance.

The special procurement is authorized under ORS 279B.085(5), 279B.400, and OAR 125-247-0287, 125-247-0700, and 137-047-0700. Affected persons may file a written protest with the State Chief Procurement Officer within seven calendar days of the first publication date. Ashley Griffin, State Procurement Analyst, is the single point of contact at Ashley.griffin@das.oregon.gov or 971.900.9983.
