About this file
This is a Special Procurement Amendment Request (Amendment No. 2) issued by the Department of Administrative Services, State Procurement Services on behalf of the Oregon Department of Human Services, Oregon Health Authority, and the Department of Justice for continued services with Equifax Workforce Solutions, LLC. The request seeks approval to amend Contract No. PODASOBO00003710 to provide Electronic Employment and Income Verification services through The Work Number platform and related Equifax Verification Services value-added services. The amendment covers a two-year period from approval through July 31, 2028, with no specific bidder meetings, site visits, or response deadlines outlined as this is a sole-source contract continuation. The contract term began under the original Special Procurement in February 2021 and has been subsequently amended multiple times, with the current contract expiring September 30, 2026.
The amendment requests a $10,000,000 increase to the Maximum Not-to-Exceed compensation for years six and seven, bringing the total contract value to $45,000,000. The incumbent contractor, Equifax, is the sole known provider capable of delivering The Work Number's payroll-sourced employment and income verification data, which is essential for SNAP, Medicaid, and child support eligibility determinations. The special procurement is justified on the grounds that no other vendors can efficiently provide equivalent services and that continuation is vital for timely, accurate eligibility determinations and compliance with federal verification guidance. The contract includes new value-added services such as TWN API integration with the ODHS OregONEligibility system, DOJ Child Support Basic services, and a one-time data file for Continuous Evaluation for SNAP. Approval is contingent upon a seven-day public notice period on OregonBuys with opportunity for protest and endorsement from Enterprise Information Services and the Department of Justice prior to execution.

8. Total Estimated Cost for Amendment Time Period: $10,000,000
9. Title: Supplies and/or Services to be acquired: Electronic Employment and Income Verification and other Equifax Verification Services (EVS) value‑added Services (collectively, “Services”).
10. Amendment Request, Background, Current Need, and Proposed Contracting Procedure:
a. Amendment Request:
DAS SPS, on behalf of ODHS/OHA/DOJ, requests approval of this Special Procurement No. REQ- DASOBO-00222284, Amendment No. 2 (SP AMD-2) to amend Contract No. PO‑DASOBO‑00003710 (Contract) with Equifax Workforce Solutions, LLC (Equifax) for The Work Number® (TWN) electronic employment and income verification services. At the sole discretion of ODHS, the Contract may also be amended to include Continuous Evaluation for the Supplemental Nutrition Assistance Program (SNAP) free file. The potential cumulative increase of the total Maximum not-to-exceed (NTE) Compensation is to $45,000,000.
b. Background:
The TWN electronic employment and income verification services remain essential to ODHS, OHA, and DOJ because they provide timely, payroll‑sourced data required for accurate eligibility determinations and child support enforcement.
Since approval of the Original SP‑1240‑20 in February 2021, TWN has provided integrated verified employment and income information services needed by the Agencies.
Following the approval and public posting of SP AMD-1 in September 2025, with no protests received, DAS SPS, on behalf of the Agencies, executed the following amendments:
• Amendment 3 (October 2025) - increased the NTE to $35,000,000 and modify the Statement of Services to include system-to-system integration.
• Amendment 4 (April 2026) - added Exhibit A-1: TWN Data Study Statement of Work at no-cost to the Agencies.

• Amendment 5 (July 2026) - extended the Contract term to September 30, 2026 and updated Exhibit A, Part 2, Payment and Financial Reporting, to establish pricing through the 60-day extension period.
For additional historical and background information see SP Attachment No. 1: Original SP-
1240‑20, and SP Attachment No. 2: REQ-DASOBO-00124834, Amendment No. 1.
c. Current Need:
The Agencies require continued access to The Work Number® (TWN) and related EVS services to support timely and accurate employment and income verification for ODHS, OHA, and DOJ programs. Increasing program volumes and the continued modernization of eligibility systems, including TWN Application Programming Interface (API) integration with the ODHS OregONEligibility (ONE) System, require uninterrupted Services to ensure accurate determinations and reduce delays associated with manual employer verification.
To address ongoing and expanding needs, the Agencies must increase the Maximum NTE to cover higher service demands, improved functionality, and greater automated verification activity. This includes updating the Contract scope to provide a one-time data file, at no cost, for Continuous Evaluation for SNAP, as well as adding new EVS Value-Added Services, such as TWN API integration and DOJ Child Support Basic.
This Amendment is requesting an increase of $10,000,000 for years 6 and 7 and for a total NTE of $45,000,000 in accordance with the table below. The cost breakout associated with the requested amendment period is as follows:
Table 10.c – Cost Summary Related to Amendment Period
Document/Amendment Contract Year(s) Increase from Prior Amendment
Total NTE
Original Contract Year(s) 1-5 $13,883,000 Contract Amendment 1 $6,117,000 $20,000,000 Contract Amendment 2 $20,000,000 Contract Amendment 3 $15,000,000 $35,000,000 Contract Amendment 4 $35,000,000 Contract Amendment 5 $35,000,000 Contract Amendment 6 Year(s) 6-7 $10,000,000 $45,000,000
The projected costs reflect increased usage tied to system integration, increased service functionality, and higher verification volumes necessary to support critical program functions during the Contract period supported under SP AMD-2.
d. Proposed Contracting Procedure:
1. As required by Oregon Administrative Rules (OAR) 125-247-0287, DAS SPS will issue a public notice (Notice) of the approved SP AMD-2 on OregonBuys® for a period of seven (7) calendar days.
2. The Notice will include provisions that any Affected Person(s) may protest the approval of the SP
AMD-2.
3. DAS SPS, in collaboration with the Agencies, will respond to and resolve all protests of this SP AMD-2, if any.

4. If no protests to this SP AMD-2 are received and sustained, DAS SPS will proceed with amending the Contract as set out in Section 10.a above.
5. DAS SPS will work with DAS Enterprise Information Services (EIS) and obtain its endorsement prior to executing the Contract amendment, as required.
6. Pursuant to OAR 137-045-0015 and Oregon Revised Statutes (ORS) 291.049, DAS SPS will work with DOJ to obtain legal sufficiency approval prior to executing the Contract amendment, as required.
11. Justification for use of Special Procurement: Describe the circumstances that justify the use of a Special Procurement. Attach relevant documentation.
Continued access to these Services is essential for ongoing ODHS, OHA, and DOJ program delivery.
Electronic employment and income verification services are fundamental to accurate eligibility determinations, and API integration is critical to reducing SNAP payment errors and improving overall program accuracy.
The current Contract between DAS SPS, on behalf of the Agencies, and Equifax will expire September 30, 2026 and requires an increase to the Maximum NTE to ensure uninterrupted Services. With the approvals of the Original Special Procurement (Attachment 1) in 2021 and its subsequent SP AMD-1 (Attachment 2) in 2025, the SP, the Contract, and its amendments became intertwined. As a result, the Contract cannot be further amended as outlined in Section 10.a without first obtaining DAS approval through this Special Procurement Amendment Request.
DAS SPS, on behalf of the Agencies, has determined that a Special Procurement Amendment is the most appropriate and necessary path for continuing its Contract with Equifax for these Services, for the reasons set forth in Section 12.
The same justification statements detailed in Original SP-1240-20, (Attachment 1) and REQ-DASOBO-00124834, Amendment No. 1 (Attachment 2) are still applicable.
12. Findings to Satisfy the Required Standards: This proposed special procurement:
_X_ (a) will be unlikely to encourage favoritism in the awarding of public contracts or to substantially diminish competition for public contracts because:
There are currently no other known providers capable of efficiently providing TWN Services. Staff performed current internet research to review emerging verification technologies and vendors.
Agencies also monitor state-level discussions shared publicly by other jurisdictions implementing modernized verification platforms to understand evolving market capabilities. While these other solutions offer workflow consolidation and document automation, none provide the payroll-sourced employment and income data available through Equifax’s The Work Number®, which remains the only known source with verified employer-provided data necessary for SNAP, Medicaid, and Child Support eligibility determinations. TWN maintains the largest payroll‑sourced database nationally, and API integration is essential to meet federally recognized verification and payment accuracy objectives.

___ (b)(i) will result in substantial cost savings to the contracting agency or to the public because: Not Applicable.
or
_X_ (b)(ii) will otherwise substantially promote the public interest in a manner that could not practicably be realized by complying with the requirements of ORS 279B.055, 279B.060, 279B.065, or 279B.070, or any rules adopted thereunder because:
Continuation of these Services is vital for timely and accurate eligibility determinations. Without TWN, Agencies must rely on manual employer verifications, which are often untimely or unanswered.
Automated verification reduces processing delays, supports program integrity, and aligns with federal SNAP guidance.
The same findings statements detailed in Original SP-1240-20, (Attachment 1) and REQ-DASOBO-00124834, Amendment No. 1 (Attachment 2) are still applicable.
13. Signature: The actual signature of the Agency Head or designee (e.g., Designated Procurement Officer) is not required on the Request submitted through OregonBuys®. Agency may elect to attach a signed Request as a pdf file through OregonBuys® or submit a signed hard copy Request.
Signature: e.g. Electronically in OregonBuys® _________________ Name/Title: Date:
