About this opportunity
The City of Pittsburgh Office of Management and Budget, on behalf of the Department of Public Works, is soliciting sealed bids for resurfacing and improvements to three existing tennis courts at Moore Park (1801 Pioneer Avenue, Pittsburgh, PA 15226) through Invitation for Bid #2025-IFB-302. The base bid scope encompasses demolition of existing asphalt and concrete pads, removal and reinstallation of existing fencing and a large bleacher structure, asphalt repaving with minimum PennDOT Superpave specifications (1.5-inch minimum wearing course, 1.5-2 inches leveling/binder course, and 6 inches compacted base course), furnishing and installation of three sets of tennis posts and nets, and complete resurfacing and two-color striping of all three courts using SportMaster Sport Surfaces products in light green and light blue per existing court layouts. Four add-alternate options are available for bidders to price: sub-base repair or replacement as needed, furnishing and installing four city player benches (Model DMTS 7.5 x 2), furnishing and installing a large aluminum bleacher, and furnishing and installing trash and recycling receptacles (Victor Stanley Model SD-42 with S-2A dome lids). Bidders must attend a mandatory pre-bid meeting on February 20, 2026 at 10:00 a.m., submit written questions by February 27, 2026 at 5:00 p.m., and submit sealed bids electronically by March 6, 2026 at 2:00 p.m., with non-mandatory bid opening at 3:00 p.m. the same day. Contractors must conduct a site visit to evaluate sub-base conditions prior to bidding, protect all on-site trees to the dripline or one foot per inch of tree diameter, repair any construction-related damage to existing facilities, and maintain all reseeded areas until grass is fully established. Bids must be submitted on a lump sum basis with a Schedule of Values using AIA G703 format, include all shipping and delivery costs as F.O.B. Destination, and be accompanied by a bid guarantee equal to five percent of the total bid amount. Upon award, the contractor must provide Performance and Payment Bonds equal to 100 percent of the contract price and maintain general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, along with automotive liability, umbrella liability, and workers' compensation coverage.
This project is subject to Pennsylvania Prevailing Wage requirements with rates effective February 5, 2026, and contractors must submit certified payroll forms with all invoices to demonstrate compliance with applicable wage determinations for Heavy/Highway work in the Pittsburgh Field Office jurisdiction. The procurement includes mandatory Disadvantaged Business Enterprise (DBE) participation goals requiring 18 percent Minority-Owned Business Enterprises (MBEs), 7 percent Women-Owned Business Enterprises (WBEs), 5 percent Veteran-Owned Small Businesses, and 3 percent LGBTQIA+-Owned businesses, with documentation of good faith outreach efforts required in all bids. No incumbent vendors or current contractors are identified for this one-time project with no renewal options. The City reserves the right to award on an item-by-item or low-total basis to the lowest responsive, responsible bidder, and liquidated damages will be assessed for delays beyond the completion date. No specific budget range or award value is disclosed in the solicitation documents. Interested vendors should contact Jacob Goldmann, Sourcing Specialist, at jacob.goldmann@pittsburghpa.gov or (412) 255-2422 for additional information regarding this procurement opportunity.
