About this file
This is a reference document for the Moore Park Tennis Courts Improvements project solicited by the City of Pittsburgh Office of Management and Budget on behalf of the Department of Public Works. The project encompasses resurfacing and improvements to three existing tennis courts located at 1801 Pioneer Avenue, Pittsburgh, PA 15226. The base bid scope includes demolition of existing asphalt and concrete pads, removal and reinstallation of existing fencing and bleacher structures, asphalt repaving to PennDOT Superpave specifications (1.5-inch minimum wearing course, 1.5-2 inches leveling/binder course, and 6 inches compacted base course), installation of three sets of tennis posts and nets, and complete resurfacing with two-color striping in light green and light blue using SportMaster Sport Surfaces products. Four add-alternate options are available for pricing: sub-base repair or replacement, four city player benches (Model DMTS 7.5 x 2), a large aluminum bleacher, and trash and recycling receptacles (Victor Stanley Model SD-42). A mandatory pre-bid meeting is scheduled for February 20, 2026 at 10:00 a.m., written questions must be submitted by February 27, 2026 at 5:00 p.m., and sealed bids are due electronically by March 6, 2026 at 2:00 p.m. with non-mandatory bid opening at 3:00 p.m. Contractors must conduct a site visit prior to bidding to evaluate sub-base conditions.
Bids must be submitted on a lump sum basis with a Schedule of Values using AIA G703 format, include all shipping costs as F.O.B. Destination, and be accompanied by a five percent bid guarantee. Upon award, contractors must provide Performance and Payment Bonds equal to 100 percent of the contract price and maintain general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate. This is a one-time project with no renewal options and no identified incumbent vendors. The project is subject to Pennsylvania Prevailing Wage requirements effective February 5, 2026, with certified payroll documentation required for Heavy/Highway work classifications. Mandatory Disadvantaged Business Enterprise participation goals require 18 percent Minority-Owned Business Enterprises, 7 percent Women-Owned Business Enterprises, 5 percent Veteran-Owned Small Businesses, and 3 percent LGBTQIA+-Owned businesses, with documentation of good faith outreach efforts required in all bids. No specific budget range or award value is disclosed. The City reserves the right to award on an item-by-item or low-total basis to the lowest responsive, responsible bidder, and liquidated damages will be assessed for delays beyond the completion date.
