About this file
This bid drawing document pertains to the Moore Park Tennis Courts Improvements project managed by the City of Pittsburgh Bureau of Facilities, Department of Public Works, located at 1801 Pioneer Avenue, Pittsburgh, PA 15226 (Project No. 2025-88509). The base bid scope includes demolition and removal of existing asphalt, concrete pads, and benches; saw-cutting along fence perimeters to allow new asphalt to tie into existing surfaces while keeping fencing undisturbed; temporary removal and reinstallation of existing fencing and bleacher structures; repaving with PennDOT Superpave asphalt (1.5-inch minimum wearing course, 1.5-2 inches leveling/binder course, and 6 inches compacted base course); furnishing and installation of three sets of tennis posts and nets; and complete resurfacing and two-color striping of all three courts using SportMaster Sport Surfaces products in light green and light blue per existing court layouts. Four add-alternate options are available: repair or replacement of sub-grade as needed, furnishing and installing four city player benches (Model DMTS 7.5 x 2) on 8-foot by 2.5-foot concrete pads, furnishing and installing a large aluminum bleacher, and furnishing and installing trash and recycling receptacles (Victor Stanley Model SD-42 with S-2A dome lids) on 5-foot by 2.5-foot concrete pads. The drawings include site plans, layout details, and construction specifications with dimensions indicating court spacing of 36 feet between courts, 15-foot side clearances, and overall site dimensions of approximately 120 feet by 78 feet.
Contractors are responsible for site visits to evaluate sub-base conditions prior to bidding, with all bidding on a lump sum basis using AIA G703 Schedule of Values format. All shipping and delivery costs must be included as F.O.B. Destination. Special conditions include mandatory protection of all on-site trees to the dripline or one foot per inch of tree diameter, with contractor liability for any tree damage; repair of any construction-related damage to existing courts, walkways, or park features; and maintenance of all reseeded areas until grass is fully established. The document emphasizes that contractors must haul and dispose of all stripped and unusable materials and comply with Pennsylvania Prevailing Wage requirements effective February 5, 2026, for Heavy/Highway work in the Pittsburgh Field Office jurisdiction. Performance and Payment Bonds equal to 100 percent of the contract price and general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate are required upon award.

COURTS 1 to 3:
1. Existing fence to remain. Vendor is responsible to remove and store fencing as needed to allow machinery access to courts, and reinstall after completion.

4. Repave asphalt per detail.
5. Remove large bleacher and reinstall after completion.
6. Furnish and install set of tennis posts and Nets (3) per attachment specs.
7. Resurface (2 colors) and stripe tennis courts per existing layout.
ADD ALTERNATES
Add-alt 1: Repair / replace sub-grade as needed, per detail.
Add-alt 2: Furnish and install city player benches (4) per detail. See plans for locations and dimensions.
Add-alt 3: Furnish and install large aluminum bleacher. Per detail attached (DLW 5-15).

Repave and resurface color coating on all tennis courts per existing layout.
Use SportMaster Sport Surfaces products in light green and light blue. See attachments for reference.
All trees on site MUST BE PROTECTED. Contractor will be liable for any damages to trees. Tree protection should be installed to the edge of the dripline of the tree. If that can't be maintained, the next fallback position is a radius equal to 1 ft for every inch in tree diameter.
Contractor to haul and dispose of all stripped and unusable materials.
Contractor to repair any damages to existing courts, walkways, or other park features that may occur during construction.
Contractor shall reseed all disturbed areas and provide maintenance until the grass is fully established
