About this file

This is a reference document providing tennis court layout and grading specifications for the Moore Park Tennis Courts Improvements project being solicitated by the City of Pittsburgh Department of Public Works through Invitation for Bid #2025-IFB-302. The project encompasses resurfacing and improvements to three existing tennis courts located at 1801 Pioneer Avenue, Pittsburgh, PA 15226. The base bid scope includes demolition of existing asphalt and concrete pads, removal and reinstallation of existing fencing and bleacher structures, asphalt repaving to PennDOT Superpave specifications (1.5-inch minimum wearing course, 1.5-2 inches leveling/binder course, and 6 inches compacted base course), furnishing and installation of three sets of tennis posts and nets, and complete resurfacing and two-color striping using SportMaster Sport Surfaces products in light green and light blue per existing court layouts. A mandatory pre-bid meeting is scheduled for February 20, 2026 at 10:00 a.m., with written questions due by February 27, 2026 at 5:00 p.m. and sealed bids due electronically by March 6, 2026 at 2:00 p.m. Contractors must conduct site visits to evaluate sub-base conditions prior to bidding and protect all on-site trees to the dripline or one foot per inch of tree diameter.

Four add-alternate options are available for pricing: sub-base repair or replacement as needed, furnishing and installing four city player benches (Model DMTS 7.5 x 2), furnishing and installing a large aluminum bleacher, and furnishing and installing trash and recycling receptacles (Victor Stanley Model SD-42 with S-2A dome lids). Bids must be submitted on a lump sum basis with a Schedule of Values using AIA G703 format, include all shipping and delivery costs as F.O.B. Destination, and be accompanied by a five percent bid guarantee. Upon award, the contractor must provide Performance and Payment Bonds equal to 100 percent of the contract price and maintain general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate. This project is subject to Pennsylvania Prevailing Wage requirements effective February 5, 2026, and includes mandatory Disadvantaged Business Enterprise participation goals requiring 18 percent Minority-Owned Business Enterprises, 7 percent Women-Owned Business Enterprises, 5 percent Veteran-Owned Small Businesses, and 3 percent LGBTQIA+-Owned businesses. No incumbent vendors are identified for this one-time project with no renewal options, and no specific budget or award value is disclosed.
