About this opportunity
The City of Napa, California, is seeking sealed bids for the Milliken Raw Water Pipeline Hardening HMGP Project, an infrastructure rehabilitation effort funded by FEMA's Hazard Mitigation Grant Program and HUD's Mitigation - Resilient Infrastructure Program. The project involves installing approximately 6,200 feet of 16-inch steel pipeline along an unpaved trail adjacent to Milliken Creek, with 3,500 feet to be buried underground and 2,700 feet to be above ground with a protective steel shield. Contractors must furnish all labor, equipment, and materials to complete the pipeline installation, which will convey raw, untreated water from the Milliken Creek Diversion Dam to the Milliken Water Treatment Plant. A mandatory site visit is scheduled for October 8, 2025, at 9:00 am, with a non-mandatory virtual bidders' conference on October 9, 2025, at 9:00 am. Bids are due by November 20, 2025, at 3:00 pm through an electronic procurement portal, with an anticipated project start date of March 2, 2026, and a completion timeline of 156 working days. Bidders must possess a valid California A-General Engineering Contractor's license, be registered with the California Department of Industrial Relations, and provide bid security of 10% of the maximum bid amount.
The procurement includes specific requirements for small businesses, minority firms, and women's business enterprises, following FEMA Public Assistance Contracting guidelines. Contractors must comply with federal regulations including Equal Opportunity, Davis-Bacon Act, and HUD Section 3 requirements, with an emphasis on encouraging participation from disadvantaged businesses. The project has environmental considerations, including coordination with the U.S. Fish and Wildlife Service regarding potential impacts to the California red-legged frog and compliance with Endangered Species Act regulations. The estimated construction cost is $5,000,000, with liquidated damages set at $3,500 per day for unexcused delays in achieving Final Completion. Performance, payment, and warranty bonds will be required, with the warranty period extending one year from the city's project acceptance. Contractors must also adhere to strict environmental protection measures, including erosion control, dust management, and species habitat preservation. The project includes comprehensive federal funding compliance requirements, necessitating detailed reporting and adherence to multiple regulatory standards.
