About this file
This is a Bid Bond form for the City of Napa, California, a charter city procuring services for the Milliken Raw Water Pipeline Hardening HMGP Project (Project Number 9017FR20). The project involves the installation of approximately 6,200 feet of 16-inch steel pipeline and appurtenances along an unpaved trail adjacent to Milliken Creek, with approximately 3,500 feet to be buried underground and 2,700 feet installed aboveground with protective steel shielding. The pipeline will convey raw, untreated water from the Milliken Creek Diversion Dam to the Milliken Water Treatment Plant. A mandatory site visit is scheduled for October 8, 2025, at 9:00 am, and a non-mandatory virtual bidders' conference is scheduled for October 9, 2025, at 9:00 am. Sealed bids are due by November 20, 2025 (with subsequent deadline extensions to November 26 and December 3, 2025) at 3:00 pm via electronic submission through the procurement portal. The anticipated project start date is March 2, 2026, with a completion timeline of 156 working days. Contractors must be registered with the California Department of Industrial Relations and possess a valid California A-General Engineering Contractor's license.
Bid security in the amount of 10% of the maximum bid amount is required, with an estimated construction cost of $5,000,000 and liquidated damages set at $3,500 per day for unexcused delays. Within ten days following issuance of the Notice of Award, the successful bidder must submit an executed contract, a payment bond for 100% of the maximum contract price, a performance bond for 100% of the maximum contract price, and required insurance certificates and endorsements. The project is funded by FEMA's Hazard Mitigation Grant Program and HUD's Mitigation - Resilient Infrastructure Program (MIT-RIP), requiring compliance with federal regulations including Equal Opportunity, Davis-Bacon Act, and HUD Section 3 requirements. The procurement emphasizes participation from small businesses, minority firms, and women's business enterprises following FEMA Public Assistance Contracting guidelines. Performance, payment, and warranty bonds will be required, with the warranty period extending one year from the city's project acceptance. The bid bond obligation remains in effect for 60 days following bid opening unless extended by mutual written agreement or until the bid bond is returned to the bidder, whichever occurs first.
