About this opportunity
Brevard County is soliciting sealed bids for the Max Brewer Causeway Shoreline Restoration Project (Bid Number B-8-26-29), a beach nourishment and environmental restoration initiative for the north shoreline along the Max Brewer Causeway in Titusville, Florida. The procurement requires contractors to furnish all labor, materials, equipment, and transportation for truck-haul placement of approximately 12,000 cubic yards of sand from an approved upland sand mine, with a base bid quantity of 9,000 cubic yards and an optional additional 3,000 cubic yards at the base bid unit price. The project scope includes sand placement within a permitted shoreline template extending approximately 1,280 linear feet, installation of native plants (including Sabal Palmetto, Groundsel Bush, Saltwort, Saltgrasses, Seashore Paspalum, Smooth Cordgrass, and Salt Meadow Cordgrass), installation of post-and-rope fencing, erosion and sedimentation controls, turbidity monitoring, environmental protection measures, and a 90-day plant establishment period with an 80% survival guarantee. Contractors must submit sealed bids by March 19, 2026, at 10:00 AM at Brevard County Purchasing Services; a mandatory pre-bid meeting is scheduled for February 27, 2026, at 9:00 AM at the FWC Titusville Field Office, and the question deadline is March 10, 2026, at 5:00 PM. The contractor must commence work within 15 days of receiving the limited Notice-to-Proceed and will have 45 calendar days from full Notice-to-Proceed issuance to complete the project (deadline no later than June 5, 2026). Pricing shall be submitted on a cost-per-cubic-yard basis using certified weight tickets at a conversion rate of 1.35 tons per cubic yard in-place, with pricing structured as a combination of lump-sum items (mobilization/demobilization limited to 10% of total base bid, environmental protection, planting installation, and irrigation allowance) and unit-price items (truck haul material and transportation). Award will be made to the lowest responsive and responsible bidder based solely on the base bid amount, and the successful contractor must submit preconstruction submittals including a Quality Control Plan, Environmental Protection Plan, Construction Progress Schedule, and Planting Plan.
No specific set-aside designations for disadvantaged enterprises are identified in the procurement documents. However, all bidders must comply with Build America, Buy America Act (BABAA) requirements and provide proof of current business licensure within two business days of award notification. Contractors submitting bids must include a 5% bid bond, and those with bids exceeding $200,000 must provide a public construction bond equal to 100% of the contract price within five days of award; contractors must also furnish General Liability Insurance ($1,000,000 combined single limit), Auto Liability Insurance ($1,000,000 combined single limit), Workers' Compensation Insurance, and United States Longshoremen's and Harbor Workers coverage due to work on a navigable waterway. All costs must include FOB destination with packing, handling, shipping charges, fuel surcharges, and delivery to any point within the county, and the contractor is responsible for obtaining all necessary permits required to perform the work, including compliance with St. Johns River Water Management District, Department of the Army, and Florida Department of Transportation approvals. No incumbent vendors or current contractors are identified in the procurement documents. The estimated budget for this project is $600,000, with payment to be made in accordance with the Florida Prompt Payment Act (Florida Statutes section 218.70). Brevard County is exempt from federal excise taxes and all sales taxes.
