About this file

This is Addendum 2 to the sealed bid solicitation for the Max Brewer Shoreline Restoration Project issued by Brevard County Purchasing Services in Viera, Florida. The addendum addresses pre-bid questions and clarifications regarding the project scope, which involves beach nourishment and environmental restoration along the north shoreline of the Max Brewer Causeway in Titusville. Key clarifications include confirmation that the shoreline template is based on approximately 9,000 cubic yards of material as determined by the January 2022 design survey, with final volume dependent on the pre-construction survey and project budget constraints. The contractor will have 50 calendar days from Notice to Proceed to complete the project (an extension from the original 45 days), with daytime work permitted seven days per week including holidays. The County will provide pre- and post-construction surveys and stake the seaward project limits and elevation benchmarks, while the contractor is responsible for grade control methods and documenting material quantities added to each station. Contractors must perform turbidity monitoring and comply with environmental protection measures for manatees, sea turtles, and small tooth sawfish. The bid opening remains scheduled for Thursday, March 19, 2026, at 10:00 AM.

The addendum clarifies that the actual project budget is $780,500, an increase from the $600,000 listed in the original invitation to bid. Additional specifications address contractor responsibilities including production and installation of engineered reflective aluminum signage, silt fencing or alternate erosion control methods for the staging area perimeter, and installation of post-and-rope fencing using pressure-treated timber posts with specific dimensional requirements subject to County approval. The County will relocate and restore fencing and concrete barriers blocking staging area access, will stake appropriate buffers around stormwater sewers for avoidance, and will establish and stake the existing vegetation line to prevent coverage by fill material. All other terms and conditions from the original bid package remain unchanged.

MAX BREWER SHORELINE RESTORATION PROJECT

March 5, 2026 Addendum 2

TO ALL PROSPECTIVE BIDDERS

This is an Addendum to and shall be considered as part of the original bid package for the above-mentioned bid. Please acknowledge receipt of Addendum 2 in the space provided. Bidders are requested to acknowledge receipt of this addendum with their bid.

REQUEST FOR ADDITIONAL INFORMATION RESPONSES AS OF MARCH 2, 2026:

The following are the pre-bid questions and requests for information we have so far for the subject bid, as well as their respective answers:

1. Question: Is the shoreline template based on 9,000 CY or 12,000 CY of material?

Response: The shoreline template is based on approximately 9,000 CY using the January 2022 design survey. The final volume will be determined based on the pre-construction survey. The final amount of material to be placed on the beach will be required to fill the template, but may also be limited by the project budget.

2. Question: Will the County be providing the signs?

Response: The sign graphic is provided below for the Contractor to produce and install signs.

The 12”x18” with 1.5-IN radius corners signs shall be constructed using engineer grade reflective film on 0.080-IN aluminum. A shop drawing shall be submitted for approval prior to ordering the signs.

3. Question: Please clarify the project survey needs.

Response: The County/Engineer will provide the pre- and post-construction surveys. The County will also stake the seaward limits of the project footprint, along with the 1-FT elevation.

Contractor will be responsible for their grade control methods, as needed during construction, to maintain grade elevations.

Following the collection of the pre-construction survey, the shoreline template will be modified if required and the County will calculate the fill density for each station. Contractor will be responsible for documenting the quantity of material added to each station via truckload or similar method. The County will allow for some variance of the slope below the Ordinary High Water line to account for wave movement of sediment and ease of constructability.

4. Question: Will less than 45 days be made available for construction?

Response: The Contractor will be provided 50 days from Notice to Proceed to complete the project. This is a change from the 45 days listed in the Invitation to Bid.

5. Question: Are there any time restrictions for work period?

Response: Daytime work may proceed 7 days a week (holidays included).

6. Question: What is the project budget?

Response: The invitation to bid lists a project budget of $600,000, but the actual project budget is $780,500.

7. Question: Will the sign-in sheet be posted?

Response: The sign-in sheet is included in this addendum. As a reminder, attendance for this meeting was non-mandatory.

8. Question: What environmental monitoring will be required for this project?

Response: Turbidity monitoring will be the Contractor’s responsibility, along with standard manatee, sea turtle, and small tooth sawfish conditions for in-water work.

9. Question: Can the fencing and concrete barriers blocking access to the staging area be relocated?

Response: Yes, as long as they are restored to pre-construction conditions at the end of the project.

10. Question: Is silt fence needed all along the perimeter of the staging area?

Response: Silt fencing is shown in the drawings along the perimeter of the staging area, but alternate methods to keep construction equipment and sediment out of the vegetation in the transportation corridor may be submitted to County for approval.

11. Question: Will the stormwater sewers be avoided?

Response: Yes, an appropriate buffer around each stormwater sewer will be staked out prior to land disturbance for avoidance.

12. Question: What is the landward extent of the project?

Response: The landward extent of the project in the drawings is the concrete structure. The established existing vegetation line will be staked, and the modified shoreline template will tie into the existing vegetation to avoid covering the existing vegetation.

13. Question: What are the rope and fence post dimensions?

Response: Contractor will provide a product submittal for the rope and timber fence posts for approval by the County. 4-IN x 4-IN or similar posts are anticipated with 5/8-IN minimum rope diameter and at least 2-FT embedment in the ground. Posts shall be pressure-treated timber.
