Pricing shall be submitted on a lump-sum fixed-cost basis for mobilization/demobilization, environmental protection, planting installation, and irrigation allowance, and on a unit-price basis for truck haul material and transportation costs. Award will be made to the lowest responsive and responsible bidder based solely on the base bid amount. The estimated project budget is $600,000, with payment to be made in accordance with the Florida Prompt Payment Act (Florida Statutes section 218.70). Contractors must submit a 5% bid bond; those with bids exceeding $200,000 must provide a public construction bond equal to 100% of the contract price within five days of award. Required insurance includes General Liability ($1,000,000 combined single limit), Auto Liability ($1,000,000 combined single limit), Workers' Compensation Insurance, and United States Longshoremen's and Harbor Workers coverage.
