About this opportunity
The Oregon Department of Administrative Services, procuring on behalf of the Oregon Youth Authority, is requesting bids on renovation and expansion of the MacLaren Youth Correctional Facility infirmary in Woodburn, Oregon under ITB S-DASOBO-00016020, with bids due September 3, 2026 at 2:00 PM Pacific time. A mandatory pre-bid conference was held July 28, 2026; eight bids were received with the lowest at $2.438 million (Skyward Construction and 2KG Contractors, both at that amount), and the range extending to $4.768 million.
The project scope encompasses approximately 4,850 square feet of renovation (2,985 sq ft) and new construction (1,865 sq ft) within the existing 9,052-square-foot infirmary. Deliverables include expansion of the medical laboratory, security station, medical and supply rooms, receiving and storage area, four patient rooms (one airborne infection isolation), shared day room, new nurse station, two supervisor offices, and meeting room. The facility is classified Occupancy B (institutional) under Construction Type V-B with full sprinkler protection and fire alarm systems per the 2022 Oregon Structural Specialty Code and NFPA 101-Chapter 38. Specialized requirements include anti-ligature furniture from Norix, security glazing (tempered and laminated glass meeting ASTM F1915 and detention standards), HVAC equipment using R-32 or compliant refrigerants, and delegated design submittals for fire suppression and fire alarm systems. All contractors must verify existing field conditions, comply with asbestos remediation and hazardous materials abatement protocols, and coordinate security procedures with the Oregon Youth Authority.
The estimated project cost is $2.5 million to $3 million. The contract runs from Notice to Proceed through final completion within 226 days (substantial completion within 196 days); liquidated damages are $500 per calendar day for missed substantial completion. Bidders must be licensed with the Oregon Construction Contractors Board, provide 10% bid security, and comply with Oregon prevailing wage requirements (BOLI Region 3, Marion County effective July 5, 2026), State Buy America requirements for steel and iron, apprenticeship mandates, and public works bonding. Performance and payment bonds of 100% of contract amount are required. Four addenda extended the deadline from August 12 to September 3, 2026, and modified specifications for glazing, equipment, electrical systems, and site conditions.
