About this file

This is a Clarification document dated August 7, 2026, issued by the State of Oregon for ITB #S-DASOBO-00016020 regarding the MacLaren Youth Correctional Facility Infirmary & Pharmacy Renovation project. The clarification addresses 26 questions submitted by bidders and provides updated guidance on materials, specifications, and project scope. Key clarifications include: acceptance of Acuity Brands Lithonia BLT 2X2 Troffer as an approved equal for lighting fixtures; approval of IB Roof Systems as an alternative to the specified TPO roofing membrane (Carlisle, GAF, GenFlex, and Versico); confirmation that site drainage pricing should be included in the base bid rather than as a separate agreement; updated door hardware specifications and door schedule details; clarification that civil and geotechnical drawings are not available but reference documents have been added via Addendum 1; confirmation that the electrical transformer is 75kVA (not 112.5kVA) with Portland General Electric as the utility provider; confirmation that institutional sprinkler heads are required for all new sprinklers as part of the design-build scope; and rejection of Elevate roofing materials as a substitute due to failure to meet ASTM D6878 testing requirements. The document includes photographs of the existing fire sprinkler riser room and roof conditions to assist bidders in understanding existing site conditions.

The clarification confirms that the contractor is responsible for removal and installation of primary and secondary electrical conductors and transformer relocation, with reference to specific flag notes and the one-line diagram. Bidders are directed to rely on the updated door schedule on sheet A8.01 and revised hardware specifications in Section 08 71 00 per Addendum 1 when conflicts exist between the specifications and drawings. The clarification specifies that HVAC air-distribution system cleaning applies only to the dental space portion of the project, and that opening #43 should be constructed as a frameless opening with gypsum wall framing rather than a cased opening. For the alternate foundation plan referencing potential ungrouted walls, bidders are instructed to incorporate those costs into their bids without specification or drawing modifications from the design team.

MacLaren Youth Correctional Facility Infirmary & Pharmacy Renovation

1) Question: Will you accept Acuity Brands Lithonia BLT 2X2 Troffer as an approved equal in the Luminarie Schedule?

Answer: Yes, although the preference is to match the existing fixtures. See Addendum 1.

2) Question: Carlisle, GAF,GenFlex, and Versico products are currently specified as the TPO roofing membrane on this project. Would you be open to considering IB Roof Systems as an approved alternative?

Answer: Yes, this is acceptable. See Addendum 1.

3) Question: Summary D: General Contractor is required to provide compliant site drainage from building under separate design build agreement. Do you want separate pricing for this for a separate agreement? Do you want this in our base bid? Do you have existing civil as-builts you can provide to determine drainage connections?

Answer: No, include the pricing for this as part of the bid package. We do not have Civil or geotechnical drawings in the Contract Documents. See Reference documents added via Addendum 1 in Attachment E.

4) Question: There is an addition to this building. Where are the civil drawings and geotek for it, so we can determine grades, civil demo and replacement and ground conditions?

Answer: Civil and geotechnical Drawings are not available in the Contract Documents for this project.

See Reference documents added via Addendum 1 in Attachment E.

5) Question: Where are the roof framing details on S2.04 used? No call outs are on S2.01 for S2.04 details.

Answer: See updated sheet S2.01 in Addendum 1.

6) Question: Regarding the demolition scope of work, could the As-Built Civil plans be provided? We would like to verify and deconflict any existing underground utilities associated with the relocation of the electrical transformer, as well as confirm the existing storm drainage layout.

Answer: Civil and geotechnical Drawings are not available for this project. See Reference documents added via Addendum 1 in Attachment E.

7) Question: On Sheet A8.01, there appears to be a conflict in the opening schedule. The same opening is identified as both a storefront system and an aluminum window. The attached markup identifies the storefront in green and the aluminum window in yellow. Please clarify which system is intended. (see email for image) Answer: These are Storefront, there is nothing in the detail that about aluminum. All interior window elevation are titled "STOREFRONT -" ID. Only exterior windows have aluminum frames.

8) Question: Spec section 23 01 30.51 HVAC Air-distribution system cleaning calls for cleaning of existing above ceiling and exposed supply and return duct. Is this just for the existing duct in the portion of the building we will be working on?

Answer: This section applies to the Dental space of the project only.

9) Question: There are 2 #41 doors listed on the door schedule on A8.01 in the drawings. #41 for the

Receiving/Storage room has no callouts for door or frame material. Can we get verfication of materials for this opening?

Answer: The Door to the MED LAB has been changed to door #20.1. Door #41 has been updated to be a solid flush door with a Hollow Metal frame and had hardware group 09 added to thedoor schedule.

See Addendum 1.

10) Question: #43 looks to be that this opening will be a Cased Opening frame according to the drawings, but I don't see any details or frame types that confirm that. Can we get confirmation that the architect would like a Cased Opening HM Frame at this opening?

Answer: Opening 43 can be a frameless opening with a gypsum wall framing.

11) Question: In section 087100 of the specbook, the Door #s with each hardware group are completely different than the Door #s listed on the Door schedule and Floor Plans in the drawings. Currently, I'll use the Door Schedules callout and correlate it with the Hardware Groups in the Specbook. Can we get further clarification on this?

Answer: See Addendum 1 for updated door hardware that will be supplied.

12) Question: Will the utility Company be responsible for the removal and installation of the primary and secondary wire, and the Transformer for this project? Referring to sheets ED1.00, E1.00.

Answer: Refer to ED1.00 Flag Notes 1 and 2, E1.00 Flag Notes 1 and 3, and the One-Line Diagram on E6.00. Removal of existing primary/secondary conductors and the installation of new primary and secondary conductors are contractor's scope.

13) Question: Who is the Electrical Utility Provider?

Answer: Portland General Electic (PGE).

14) Question: Is the existing transformer that is being relocated 112.5kVa as shown on drawing ED1.00, or 75kVa as shown on drawing E6.00?

Answer: Transformer is 75kVA, 3 phase, 12470GRY/7200V – 208Y/120V. See photo.

15) Question: Door #43 looks to be that this opening will be a Cased Opening frame according to the drawings, but I don't see any details or frame types that confirm that. Can we get confirmation that the architect would like a Cased Opening HM Frame at this opening?

Answer: See Response to Q10 above.

16) Question: Door #43 appears to be a cased opening based on the drawings; however, we were unable to locate any details or frame types confirming this condition. Can the architect confirm whether a cased opening hollow metal frame is required at this location?

Answer: See response to Q10 above.

17) Question: In Specification Section 08 71 00 (Door Hardware), the door numbers assigned to each hardware group do not match the door numbers shown on the Door Schedule and Floor Plans. Until further direction is provided, we will assume the Door Schedule governs and will correlate the hardware groups accordingly. Can the design team please clarify the intended hardware assignments?

Answer: See revised Section 08 71 00 in Addendum 1.

18) Question: Will you accept Elevate roofing materials as an approved equal in Section 07 54 00?

Answer: No, this substitution request is rejected. Information provided does not demonstrate that it meets ASTM D6878 testing.

19) Question: Per Sheet A8.01, there appear to be two (2) Door #41 openings shown on the Door Schedule.

The Door #41 serving the Receiving/Storage Room does not identify the required door or frame material.

Can the required door and frame materials for this opening be provided?

Answer: See Addendum 1 for updated door hardware spec 08 71 00, updated door schedule on sheet A8.01, and door tags on sheet A2.11.

20) Question: There are 2 #41 doors listed on the door schedule on A8.01 in the drawings. #41 for the Receiving/Storage room has no callouts for door or frame material. Can we get verfication of materials for this opening?

Answer: See response to Q19 above.

Currently, I'll use the Door Schedules callout and correlate it with the Hardware Groups in the Specbook. Can we get further clarification on this?

Answer: See response to Q19 above.

22) Question: Will institutional sprinkler heads be required? If so, please identify the locations where they are required.

Answer: Yes they will. Sprinkler systems are design/build and it should assumed that all new sprinklers need to be institutional sprinkler heads.

23) Question: Can photographs of the existing fire sprinkler riser room and associated equipment be made available?

Answer: See images included at the end of this Clarification 2.

24) Question: Are pictures available of the existing roof?
