About this opportunity
The City of Kingman, Arizona is soliciting proposals for a comprehensive Kingman Historic Properties Inventory project through RFP #2025-RFP-029. The procurement seeks a qualified historic preservation consultant to conduct a citywide survey and inventory of potential historic properties and landmarks within Kingman. Proposers must possess extensive knowledge of the Secretary of the Interior's Professional Qualification Standards and demonstrate a minimum of 5 years of experience in historic preservation. The project aims to establish an up-to-date Kingman Historic Properties List, incorporating newly identified properties in addition to those already listed in the National and Arizona Registers of Historic Places. The evaluation of proposals will be based on four key criteria: Project Understanding and Approach (30 points), Qualifications and Relevant Experience of Personnel (25 points), Qualifications and Relevant Experience of Firm (30 points), and Value of Services Provided for Cost (15 points). Proposals are due by 3:00 pm Arizona time on October 2, 2025, with proposers required to submit through the OpenGov procurement portal. The contract term will be one year from execution, with a project completion deadline of June 30, 2026, and the project is funded through federal funds administered by the Arizona State Historic Preservation Office (SHPO).
The procurement does not explicitly mention specific set-aside designations for disadvantaged enterprises, though the proposal documents indicate a commitment to non-discrimination against disadvantaged, minority, or women-owned small business enterprises. Proposers must be familiar with Arizona State Historic Preservation Office Standards and possess appropriate Arizona licenses. The total project will be awarded as a lump sum, with the City anticipating contractor selection by November 18, 2025, and contract award at the City Council Meeting on the same date. Proposers are required to submit comprehensive documentation, including a Non-Collusion Affidavit, references, insurance certificates, and vendor registration forms. While a specific budget range is not detailed in the documents, the project is federally funded and will require a comprehensive survey of historic properties throughout Kingman. Interested firms must register for a free OpenGov account and can obtain the full RFP details from the City of Kingman's procurement website, with questions accepted through the procurement portal until 6:00 pm Arizona time on September 22, 2025.
