About this opportunity

Oregon Parks and Recreation is soliciting bids under ITB 14564 for the Smith Rock State Park Visitor Improvement Project in Terrebonne, Oregon, with bids due November 17, 2026. Addendum 1 has been issued, and bidders must acknowledge all addenda or risk rejection.

The base bid covers three projects: Rim Rock Trail Improvements, North Rim Rock Trail Extension, and Overflow Parking Lot Improvements. Project 4, Restroom Plaza, is a bid alternate. Work includes mobilization, survey stakeout, erosion and traffic control, demolition, tree removal, excavation, asphalt and concrete paving, fencing, benches, bollards, gates, pay stations, gravity storm sewers and basins, and landscaping. The contractor must furnish all permits, labor, equipment, materials, and supervision under the State of Oregon General Conditions for OPRD Construction Contracts (March 2026 edition). The contractor obtains trade permits, and the Owner obtains Deschutes County permits and DEQ approvals.

Eagle protection governs the schedule. Work within one mile of Golden Eagle nest sites is restricted from January 15 to July 15, loud or percussive work is minimized from January 15 to June 15, and qualified biological monitoring is required during the most intensive activities. Attachment E-3 is a USFWS Eagle Disturbance Take Permit requiring an annual nest-status report by September 30. Construction is limited to 7:00 AM to 5:00 PM, Monday through Friday, during park operations. Project Manager Tracy Johnson and Park Manager Sam Vanderbeek coordinate work to limit visitor impacts.

Bidders enter unit and total costs for every itemized line on Attachment A Form A-2, and the bid price includes profit and overhead. Non-itemized work is incidental. The State may increase or decrease quantities at the same unit prices or remove items, and payment is based on actual measured quantities. The contractor must notify the Project Manager if quantity bids differ from plan quantities by 10 percent or more. Materials exceeding bid quantities by that threshold and procured without prior approval are subject to non-payment. Omitting required pricing information may result in rejection as non-responsive.
