About this file

Summary

This is a Technical Specifications document prepared by GreenWorks, PC for the Oregon Parks and Recreation Department (OPRD) for the Smith Rock State Park Visitor Improvement Project (Contract #14564, OPRIS #36819) located in Terrebonne, Oregon. The project encompasses four distinct components: Project 1 - Rim Rock Trail Improvements, Project 2 - North Rim Rock Trail Extension, Project 3 - Overflow Parking Lot Improvements, and Project 4 - Restroom Plaza (bid alternate). Work includes mobilization, survey stakeout, erosion control, traffic control, demolition and clearing, tree removal, excavation, paving (asphalt and concrete), site furnishings, landscaping, stormwater facilities, and various utility installations. The contractor must provide all permits, labor, equipment, materials, and supervision necessary to complete work in accordance with the Plans and Specifications and the State of Oregon General Conditions for OPRD Construction Contracts (March 2026 edition). Construction operations are restricted to 7:00 AM to 5:00 PM, Monday through Friday, during normal park operating hours, with coordination required between the contractor, Project Manager Tracy Johnson, and Park Manager Sam Vanderbeek to minimize visitor impacts and ensure public safety.

Payment shall be made based on actual quantities of work performed, with measurement units varying by item (lump sum, per unit, per ton, per linear foot, per square foot, or per each as applicable). The contractor must notify the Project Manager immediately if quantity bids differ from plan quantities by ten percent or more, with materials exceeding bid quantities by that threshold procured without prior approval potentially subject to non-payment. The project must comply with the Bald and Golden Eagle Protection Act, with all work within one mile of Golden Eagle nest sites restricted during the January 15 to July 15 nesting season, including minimization of loud or percussive work from January 15 to June 15 with qualified biological monitoring required during the most intensive activities. The Owner will obtain and pay for Deschutes County permits and DEQ approvals, while the contractor is responsible for obtaining all trade permits and providing proof of permit compliance prior to Final Completion.
