About this opportunity

Gallup-McKinley County Schools (GMCS) in McKinley County, New Mexico is issuing a Request for Proposals for a multi-year agreement to provide Instructional Professional Development and Curriculum Support Services on a district-wide basis serving PreK-12 students. The procurement seeks qualified vendors to deliver coaching, consultation, professional development, and related support services through on-site, in-person engagement or hybrid models to district instructional staff. Required deliverables include modeling best teaching practices, classroom management strategies, student engagement techniques, and technology integration across Layers 1, 2, and 3 of instruction; supporting implementation of district curriculum and Year-at-a-Glance planning; and providing job-embedded, on-site coaching and training in ELA, math, science, social studies, ELL, special education, home language and culture, college and career pathway integration, digital citizenship, music, and PE/athletic programs. Personnel assigned to perform work must be appropriately licensed, certified, or endorsed in their respective areas of expertise. Proposals will be evaluated on a 200-point scale comprising experience and qualifications of key personnel (20 points), technical approach and methodology (35 points), capabilities and performance (20 points), value-added services (5 points), cost proposal (20 points), and interview/presentation (100 points). The cost proposal must include a fee schedule, travel costs, hourly rates for consultation services, and pricing for a sample two-day workshop, submitted separately from the technical proposal. Key dates include the pre-proposal conference on April 21, 2026, at 10:00 AM Mountain Time via Microsoft Teams (optional but recommended); written questions deadline of April 24, 2026, at 2:00 PM; Intent to Bid deadline of April 30, 2026, at 5:00 PM; and proposal submission deadline of May 12, 2026, at 2:00 PM through the GMCS Bonfire eBidding portal. All proposals must be accompanied by an Exceptions Form, Acceptance and Disclosures Form, RFP Transmittal Form, and Campaign Contribution Disclosure Form.

The contract term is one year commencing from the date of award through June 30, 2027, with the district reserving the right to renew for four additional automatic one-year periods for a maximum total term of five years ending June 30, 2031. GMCS anticipates exceeding $60,000 in expenditures for FY26/27, though the actual budget has not been finalized and is dependent on site-based needs and appropriations; however, expenditures for similar services in FY25/26 exceeded $2,000,000, indicating substantial potential contract value. Funding may be drawn from multiple federal, state, and operational sources, with no minimum expenditures guaranteed. Payments will be made based on services completed and verified by GMCS staff on a cost-reimbursement basis within thirty days after services are rendered, with all invoices requiring supporting documentation including objectives, agenda, and sign-in sheets; prepayments and fixed payment plans are not permitted. The contractor must maintain Commercial General Liability Insurance with minimum combined limits of $1,000,000 per occurrence and $2,000,000 policy aggregate, and Workers' Compensation Insurance. The procurement is established under a Cooperative Procurement Agreement that includes GMCS, the City of Gallup, and McKinley County, allowing these entities and other authorized public agencies to purchase the same items or services. No incumbent contractor information or set-aside designations for disadvantaged enterprises were specified in the solicitation documents.
