About this opportunity

The Illinois Department of Public Health (IDPH) is seeking a vendor to assist in planning and executing comprehensive public relations and marketing programs through RFP #25-482DPH-HLTHP-B-46592. The selected vendor will be responsible for purchasing media, sharing graphics across existing platforms, creating new graphics/platforms, and organizing public releases for IDPH Communications Office publications. The procurement specifically targets multicultural audience engagement, with a focus on African Americans, LatinX/Hispanics, LGBTQIA+, and hard-to-reach communities. Proposals are due March 5th, 2025 at 2:00 PM Central Time, with a vendor question submission deadline of February 24th, 2025. The evaluation process will assess technical requirements (1000 points), commitment to diversity (200 points), vendor demonstrations (675 points), and pricing (100 points), totaling 1975 possible points. Vendors must achieve a minimum of 900 combined technical and diversity points to be eligible for demonstration stages. The initial contract term is 60 months from execution, with potential renewal options up to an additional 5 years, not exceeding 10 years total.

The procurement includes a 13% Business Enterprise Program (BEP) goal for businesses owned by minorities, women, and persons with disabilities. Vendors must complete a Commitment to Diversity (C2D) form demonstrating their equity and inclusion efforts, including subcontracting with women, minority, or disabled-owned businesses, DEI spend percentages, and diversity in organizational staffing. The state has established an aspirational goal of 30% participation from businesses owned by minorities, women, and persons with disabilities, with an additional 3% goal for veteran-owned businesses. The contract has an annual budget of $5 million per fiscal year, with a total anticipated budget of $25 million for the initial contract term. This is a new initiative without an incumbent vendor, building upon previous vaccination campaigns like "On the Fence" and "Tis the Sneezin'" to expand into broader health advocacy marketing. Vendor demonstrations are scheduled for April 21-28, 2025, with an anticipated award notice on May 21st, 2025, and a contract start date of June 1st, 2025.
