About this file

This document is an Additional Questions and Answers file related to RFP 25-482DPH-HLTHP-B-46592 for the Illinois Department of Public Health (IDPH). The file confirms specific pricing submission requirements for the media advertising procurement, specifically that vendors should enter pricing in the Items Tab of BidBuy as an hourly rate, without attaching separate pricing documents or media buy budgets. The "Extended Amount" calculated in BidBuy will exceed the actual project budget but is intended solely for comparative evaluation purposes. Vendors are instructed not to enter information in the "Alternate Description" field.

The procurement involves a comprehensive public relations and marketing program with a $5 million annual budget, totaling $25 million for the initial 60-month contract term, with potential renewal options up to an additional 5 years. The contract includes a 13% Business Enterprise Program (BEP) goal targeting businesses owned by minorities, women, and persons with disabilities, with an aspirational 30% participation goal. Vendors must complete a Commitment to Diversity (C2D) form demonstrating equity and inclusion efforts. The procurement targets multicultural audience engagement, focusing on African Americans, LatinX/Hispanics, LGBTQIA+, and hard-to-reach communities, and will evaluate vendors across technical requirements (1000 points), diversity commitment (200 points), vendor demonstrations (675 points), and pricing (100 points).

Questions and Answers

25-482DPH-HLTHP-B-46592

Question: Regarding RFP 25-482DPH-HLTHP-B-46592. After reviewing the recently revised RFP documents, including “Amendment 5 Clarification Notice (03.18.25.v.2),” I would like to confirm my understanding of the pricing submission requirements.

Based on the amended RFP, I understand that:

1.All pricing should be entered solely in the Items Tab in BidBuy as an hourly rate
2.No separate pricing document should be attached – and no media buy budget should be included
3.The "Extended Amount" that will automatically be calculated in BidBuy (hourly rate × quantity) will likely exceed the actual project budget, but this calculation is being used for comparative evaluation purposes only
4.We should not enter any information in the "Alternate Description" field

Could you please confirm this is the correct understanding?

Answer: Correct
