About this file

Amendment 5 is a clarification notice for the Illinois Department of Public Health (IDPH) Media Advertising RFP #25-482DPH-HLTHP-B-46592, extending the opening date to March 28, 2025, at 2:00 PM. The amendment addresses pricing document inconsistencies, specifically removing references to attaching a separate pricing document and directing vendors to input pricing in the BidBuy Items Tab. The RFP seeks a vendor to develop comprehensive public relations and marketing programs targeting multicultural audiences, with an emphasis on African Americans, LatinX/Hispanics, LGBTQIA+, and hard-to-reach communities. The contract will have an initial 60-month term with potential renewal options up to an additional 5 years, not exceeding 10 years total.

The procurement includes a 13% Business Enterprise Program (BEP) goal for businesses owned by minorities, women, and persons with disabilities, with an aspirational goal of 30% participation. The evaluation process will assess technical requirements (1000 points), commitment to diversity (now increased to 335 points), vendor demonstrations (675 points), and pricing (100 points), totaling 2110 possible points. Vendors must achieve a minimum of 1001 points across technical and diversity categories to be eligible for demonstration stages. The contract has an annual budget of $5 million, with a total anticipated budget of $25 million for the initial contract term. Vendor demonstrations are scheduled for April 21-28, 2025, with an anticipated award notice on May 21, 2025, and a contract start date of June 1, 2025.

IDPH Media Advertising RFP 03.17.25 BidBuy bid Number 25-482DPH-HLTHP-B-46592 Amendment 5 Clarification

The amendment to 25-4482DPH-HLTHP-B-46592 is to make changes to:

The Opening date and time have been extended to March 28, 2025, at 2:00 pm.

Concerns about pricing and the ‘Pricing Document’ versus BidBuy Items Tab have been found and corrected within the Attachments tab, the Required Quote Attachments, and the updated RFP 03.17.25 v.2. for B-46592.

Specifically, contradictions occurred within the Section F.6.1.2: "The offeror shall submit pricing via the attachments tab in BidBuy, utilizing the agency-provided form." The PRICING DOCUMENT in the attachments Tab under the Required Quote Attachments has been removed.

However, a pricing document is not needed to be added. Pricing is to be added to the ITEMS TAB. Be sure to follow the vendor instructions for proper procedure to lock pricing, as that may disqualify the bid.

Pricing section C.1. REQUIRED DOCUMENTS TO COMPLETE AND SUBMIT The required document / form from the General Tab, “Pricing”, is no longer needed as all pricing will be input to the Items Tab as directed in the RFP, Section F.6.1.1.

Section F.6.1.2. has been removed from the RFP as it is irrelevant and PREVIOUSLY directed the Offeror to attach a Pricing Document. Pricing is to be added to the ITEMS TAB.

F.6.1.2. The offeror shall submit pricing via the attachments tab in BidBuy, utilizing the agency-provided form. The offeror shall upload pricing under the “Required Documents” section of the Attachments tab and check the box "Does the attachment contain any pricing, cost, or discount information?" Failure to check this box allows your pricing to be viewed when bids are opened and may disqualify your offer.

The highlighted red changes were the areas that were adjusted in the RFP and why.

D.3. EVALUATION METHODOLOGY

Sections F.1, F.2, F.3, and F.4 describe the technical requirements. The State evaluates the Technical Requirements without considering price.

D.3.2. Offeror shall complete and return Sections F.1., F.2., F.3.

D.3.3. Relative Weight in Point Format

D.4. COMMITMENT TO DIVERSITY ELEMENTS

Sections 20-15 and 35-30 of the Illinois Procurement Code (30 ILCS 500/) require offerors to be evaluated on their commitment to diversity. The points available for Commitment to Diversity are described in Section F.4. and are equivalent to 20% of the Technical Requirements points. The State evaluates Commitment to Diversity without consideration of price.

D.4.1. The total number of points for Commitment to Diversity WAS 200 AND IS NOW 335 (20% D.3.1.)

D.4.2. Offeror shall complete and return Section F.4 Commitment to Diversity

D.5. MINIMUM REQUIRED POINTS

Requests for Proposals may specify that offerors must receive a minimum of points in their combined technical and Commitment to Diversity proposals to be considered for price evaluation and award.

The State determines how well offers meet the Technical and Commitment to Diversity requirements and ranks them from best to least qualified using a point ranking system (unless otherwise specified) to aid in evaluation. Offerors who receive fewer than the minimum required points will not be considered for price evaluation and award.

D.5.1. The total number of available points for Technical and Commitment to Diversity is 1335.

D.5.2. A minimum of 1001 (75% D.5.1) of the available (Technical and Commitment to Diversity) points is required to be eligible for demonstration

D.7. MAXIMUM AVAILABLE POINTS

The maximum number of points is 1000 (Technical) + IS NOW 335 (Commitment to Diversity) + 675 (Demo)+ 100 (Price) = 2110 maximum available points.

A PREVIOUS VERSION STATED IN THE BELOW ENTRY IS NOW INVALID AND HAS BEEN CORRECTED AS ABOVE.

The maximum number of points is 1000 (Technical) + 200 (Commitment to Diversity) + 675 (Demo) + 100 (Price) = 1975 maximum available points.
