About this file
The document is an "Additional Questions and Answers" file related to RFP #25-482DPH-HLTHP-B-46592 issued by the Illinois Department of Public Health (IDPH). The file addresses a vendor's concerns about the procurement timeline, specifically requesting an extension of the proposal submission deadline from the current 7-day window to either March 28 (16 days) or April 22 (41 days) to ensure fairness and competitiveness. The state directs the vendor to review Amendment 5 and previously posted Q&A documents for further clarification.
The questions and answers document is part of a broader media advertising procurement seeking a vendor to develop comprehensive public relations and marketing programs targeting multicultural audiences. The contract has an annual budget of $5 million, with a total anticipated budget of $25 million over the initial 60-month term. The procurement includes a 13% Business Enterprise Program (BEP) goal, with an aspirational target of 30% participation from businesses owned by minorities, women, and persons with disabilities, plus an additional 3% for veteran-owned businesses. Vendors must complete a Commitment to Diversity (C2D) form and demonstrate equity and inclusion efforts. The evaluation process will assess technical requirements, diversity commitment, vendor demonstrations, and pricing, with vendors needing to achieve a minimum of 900 combined technical and diversity points to progress in the selection process.

Questions and Answers
25-482DPH-HLTHP-B-46592
Question: The original RFP allowed 41 days from the pre-bid conference to proposal submission. The reissued RFP allows just 7 days from when all vendors finally had equal access to information. A reasonable extension of 16–41 days from March 12 would align with the original procurement timeline and ensure fairness. While I fully understand the state’s need to conduct timely procurements, fairness must not come at the expense of speed. A short timeline disproportionately benefits vendors with prior access while making it harder for newer or non-incumbent vendors to compete effectively. I respectfully request an extension of the deadline to at least March 28 (16 days) or ideally April 22 (41 days) from when all vendors received access to key materials. This would allow for a more competitive bidding process, ensuring that the state receives the strongest possible proposals.
Answer: Please see the amendment 5 clarification document posted on 03/18/2025 on Bidbuy, also reference Q & A 03.10.25 questions 15,16.
