About this opportunity

The South Florida Regional Transportation Authority (SFRTA) is requesting qualifications from individual consultants or consultant teams to provide general engineering consultant services across seventeen primary engineering disciplines, with proposals due October 12, 2026 and a virtual pre-proposal meeting scheduled for September 15, 2026 at 10:00 a.m.

Services span architecture, civil engineering, structural engineering, mechanical engineering, electrical engineering, transportation engineering, environmental engineering, sustainable design and construction, energy and fuel engineering, geotechnical and materials engineering, railroad engineering, construction management, surveying, rolling stock engineering and inspection, fare collection systems, and signal and train control communications. Work will be assigned through individual task work orders on an as-needed basis; no minimum work volume is guaranteed. The scope of potential projects includes rolling stock replacement and rehabilitation, station improvements, rail infrastructure upgrades, facility enhancements, technology system upgrades, and various system replacements and renovations across SFRTA's 72-mile Tri-Rail commuter corridor and supporting operations.

The contract term is five years from the SFRTA Notice to Proceed, with an optional extension not to exceed ninety days. Individual work orders are limited to a maximum not-to-exceed amount, with a threshold of $2 million requiring separate procurement. Pricing is structured through work-order-based fees calculated using raw hourly rates multiplied by overhead multipliers (10% for engineering, design, and studies; 8% for administration and inspection) plus pre-approved direct-cost reimbursables.

The contractor must maintain comprehensive insurance including Commercial General Liability, Workers' Compensation, Business Automobile Liability, and Professional Liability, each at $1 million, with SFRTA and FDOT named as additional insureds. All federally funded projects trigger FTA compliance requirements including DBE participation documentation, prevailing wage for construction work exceeding $2,000, Buy America/Build America standards, debarment and suspension certifications, and prompt payment to subcontractors within thirty days.

Technical proposals are limited to 25 pages including all personnel resumes. Addendum No. 1 modifies original RFQ terms and must be acknowledged in submissions. Questions are due by October 12, 2026 (proposal deadline). Financial information is submitted separately via the Bonfire platform and remains confidential.
