About this file
This file is a Questions and Answers document (Q&A 3) for RFQ 27-002 issued by the South Florida Regional Transportation Authority (SFRTA) seeking General Engineering Consultant (GEC) Services. The RFQ solicits professional design and engineering services from individual consultants or consultant teams to assist SFRTA's Engineering and Construction Department. The requested services encompass a broad range of program and project controls functions, including schedule development and baseline tracking, cost estimating and budget control, risk management, document control, governance support, executive dashboard reporting, and construction oversight through individually issued Task Work Orders. Project Management Oversight (PMO) support services may include coordination with SFRTA's designated Project Managers and support for Federal Transit Administration (FTA) Project Management Oversight Contractor (PMOC) reviews, meetings, reporting requirements, and compliance documentation for federally funded capital projects. The Evaluation and Selection Committee will be comprised of SFRTA staff members to be established at a later date.
Key submission requirements clarified in this Q&A include that front covers do not count toward page limitations and that proposers should list any applicable Occupational Licenses, though this is optional. Subconsultants are required to complete both Exhibit 6 (E-Verify Certification) and FR Exhibit 14 (Lobbying Certification/Non-Collusion Affidavit). SFRTA's standard General and Special Terms and Conditions for professional services contracts, as provided in the RFQ, are not subject to material amendment post-award; negotiations referenced in Section 1.15.3 are limited to fee proposal negotiations with selected firms. SFRTA has cautioned that proposals conditioned upon material amendments to the standard agreement are unlikely to be accepted.

RFQ 27-002 General Engineering Consultant (GEC) Services Questions and Answers 3
1 Question: The RFQ references Project Management Oversight (PMO) support services. Can you provide additional detail regarding the specific PMO support needs anticipated under this contract? For example, is the desired support focused on internal program management functions, project controls, governance, reporting, scheduling, or other PMO-related activities?
Answer: The PMO support services anticipated under this contract may encompass a full range of program and project controls functions, including but not limited to: schedule development and baseline tracking, cost estimating and budget control, risk management, document control, governance support, executive dashboard reporting, and construction oversight. Specific support needs and task assignments will be defined on an as-needed basis through individual Task Work Orders.
2 Question: Does SFRTA currently have a dedicated PMO Director, Program Officer, or similar role responsible for overseeing capital programs and project delivery? If so, how would the selected consultant be expected to coordinate with that individual or team?
Answer: Capital project delivery is managed internally by SFRTA’s Engineering and Construction Department. The selected consultant will coordinate directly with SFRTA’s designated Project Managers, or other SFRTA designees, identified in each individual Task Work Order.
3 Question: Are any current or planned projects subject to Federal Transit Administration (FTA) Project Management Oversight Contractor (PMOC) oversight? If so, would the selected consultant be expected to support PMOC reviews, meetings, reporting requirements, or coordination activities?
Answer: Select capital projects funded through federal grant programs may be subject to FTA Project Management Oversight Contractor (PMOC) reviews. As tasked by SFRTA, the selected consultant may be required to assist SFRTA staff in preparing documentation, updating project management plans, attending PMOC meetings, tracking action items, and supporting compliance reporting.
4 Question: Can you identify the anticipated members of the Selection Committee?
Answer: The Evaluation and Selection Committee will be comprised of SFRTA staff members. The Committee has not been established yet.
5 Question: On the Contractor's Qualification Certification Form, Line 4 requests information related to an Occupational License. Can you clarify the specific documentation being requested? For example, is this intended to be a City of Fort Lauderdale Business Tax Receipt, a Florida Secretary of State registration/certificate, or another form of licensing documentation?
Answer: Proposers should list any applicable Occupational License possessed by the proposer. Listing of an Occupational License is optional.
6 Question: Would a front cover count towards the page limitations?
Answer: No, a cover will be not be counted towards the maximum page limit.
7 Question: The provided General and Special Terms and Conditions seem to have been drafted for use with a traditional contractor or materials supplier, rather than a professional services firm, and much of what is included would be problematic in the context of professional services work. Can SFRTA clarify whether there are different sets of terms for use with professional services contracts and also confirm that, as indicated in Section 1.15.3 of the RFQ, SFRTA will be open to negotiations of the proposed terms and conditions post-award?
Answer: The General Terms and Conditions/Special Terms and Conditions in the RFQ are SFRTA’s standard terms and conditions for professional consulting services. The negotiation referenced in Section 1.15.3 refers to the fee proposal negotiations with the selected firms. SFRTA is generally unwilling to amend or revise any of the material terms of its standard form agreements. Any proposals conditioned upon a material amendment, addition or revision to SFRTA’s standard agreement is unlikely to be considered and accepted. Proposers are cautioned to submit their bids accordingly.
8 Question: The Q&A states that Exhibit 6 (E-Verify Certification) is the only form required to be completed by subconsultants. However, Exhibit 14 (Non-Collusion Affidavit) states that it must be executed by the Proposer/Bidder/Offeror and all subcontractors. Please confirm whether subconsultants are also required to execute Exhibit 14.
Answer: Yes, FR Exhibit 14 Lobbying Certification/Non-Collusion Affidavit is required to be completed by subcontractors. The original answer to Q/A 2 Question 2 is revised to the following: Exhibit 6 E-Verify Certification and FR 14 Lobbying Certification/Non-Collusion Affidavit are the required forms to be completed by subconsultants.
