About this file

This is a Questions and Answers document for RFQ 27-002 issued by the South Florida Regional Transportation Authority (SFRTA) for General Engineering Consultant (GEC) Services. The document addresses two key clarifications regarding proposal submission requirements. First, regarding technical proposal formatting standards, while Section 1.13.7 establishes a minimum font size of 12 points for proposal text, the SFRTA confirms that smaller font sizes may be used within tables, charts, figures, captions, footnotes, and other graphic elements. Second, concerning financial information submission, the SFRTA clarifies that financial documentation requested in Section 1.14.2 is submitted separately from the technical proposal and submittal forms through the Bonfire platform, ensuring that all financial information remains confidential and is exempt from public records requests.

The clarifications provided in this Q&A document reflect SFRTA's intent to accommodate standard proposal formatting practices while maintaining strict confidentiality protections for sensitive financial data. By separating financial information submission from other proposal components and confirming its protected status, SFRTA addresses bidder concerns regarding proprietary information disclosure. These procedural details are essential for consultants and consultant teams preparing responses to the GEC Services RFQ, as they define acceptable submission methods and formatting standards that must be followed to ensure proposal compliance.

RFQ 27-002 General Engineering Consultant (GEC) Services Questions and Answers 5

1 Question: Section 1.13.7 states that the Technical Proposal must use a minimum font size of 12 pt. Please confirm whether the 12 pt minimum applies to all text within tables, charts, figures, captions, footnotes, and other graphics, or whether a smaller font size may be used for these elements.

Answer: Yes, a smaller font may be used in those instances.

2 Question: Section 1.14.2 (page 9 of 12) requests financial information. To protect sensitive and proprietary financial information from public disclosure, our firm does not include financial statements in publicly accessible proposal submissions. Will SFRTA accept this information separately through a confidential submission method before the proposal deadline? If so, please identify the designated recipient, email or mailing address, and any required labeling or delivery instructions.

Answer: You will see in Bonfire the financial information is submitted separately from the technical proposal and the submittal forms. All financial information provided is kept confidential and is exempt from any public records request.
