About this file

This is a Qualifications (QA) document for the South Florida Regional Transportation Authority (SFRTA) General Engineering Consultant (GEC) Services contract opportunity in Florida. The document outlines the evaluation criteria and selection process for consultant teams or individual consultants to provide professional design and engineering services to SFRTA's Engineering and Construction Department. The SFRTA seeks qualified firms capable of delivering comprehensive engineering support across multiple project types and phases. Consultants must demonstrate relevant experience, technical expertise, and capacity to support the Authority's engineering initiatives. The selection process will evaluate qualifications based on defined criteria, with successful consultants potentially engaged on an as-needed basis for design and engineering services supporting SFRTA's transportation infrastructure projects.

The QA document establishes the technical and professional standards required for consultant selection, including demonstrated experience with transportation engineering, project management capabilities, and relevant certifications. Consultants are evaluated on their ability to provide services that may include design, planning, analysis, and construction support. The contract structure appears to support ongoing or multiple project engagements rather than a single defined scope, allowing SFRTA to utilize qualified consultants for various engineering needs. Specific pricing, contract term length, renewal options, funding sources, and award amounts are not detailed in this qualifications document, as those elements are typically addressed in the formal solicitation documents and contract awards following the consultant selection process.

RFQ 27-002 General Engineering Consultant (GEC) Services Questions and Answers 2

1 Question: Is the Miami River - Miami Intermodal Center Capacity Improvement (MR-MICCI) project, which is included in the "List of Potential Projects", going to be part of the GEC or will it be a separate, stand-alone advertised project for CE&I?

Answer: The Miami River - Miami Intermodal Center Capacity Improvement (MR- MICCI) project will be a separate, stand-alone advertised project for CE&I Services.

2 Question: Can you please clarify which forms are required to be filled by subconsultants?

Answer: Exhibit 6 E-Verify Certification is the only form required to be completed by subconsultants.

3 Question: The RFQ denotes teaming requirements (page 5, Section 1.10.1 Teaming) such that "Proposers must select between submitting as a Prime Contractor (the “Proposer”) or a Subcontractor when responding to this solicitation." However, during the Pre-Proposal Meeting on 09/15/2026, it was verbally noted that Prime Proposers cannot serve as a Subconsultant on other teams, and that Subconsultants (Non-Prime Proposer) may participate on multiple teams. Please clarify the teaming requirements for both Prime firms and Subconsultant firms.

Answer: Please refer to Section 1.10.1 of the Instructions to Proposers regarding teaming. A firm submitting as a Prime cannot be on any other proposals. A firm participating only as a subconsultant can be on one or more proposal teams.
