About this file
This is a Scope of Services document for Request for Qualifications (RFQ) No. 27-002 issued by the South Florida Regional Transportation Authority (SFRTA), a Florida state agency responsible for managing the regional transportation infrastructure across Miami-Dade, Broward, and Palm Beach counties. The SFRTA Engineering and Construction Department is seeking qualified individual consultants or consultant teams to provide professional design and engineering services across seventeen primary disciplines, including architecture, civil engineering, structural engineering, mechanical engineering, electrical engineering, transportation engineering, environmental engineering, sustainable design and construction, energy and fuel engineering, geotechnical and materials engineering, railroad engineering, construction management, surveying, rolling stock engineering and inspection services, fare collection systems, and signal and train control communications. Each primary discipline encompasses multiple sub-disciplines and specialized services. Specific task assignments and detailed scopes of work for individual projects will be provided through SFRTA's Work Order Process on an as-needed basis.
The document does not specify pricing terms, contract amounts, funding sources, response deadlines, or award dates, as this Scope of Services document establishes the framework for services that will be solicited on a task-by-task basis. The SFRTA was created in 2003 as the successor to the Tri-County Commuter Rail Authority and operates the Tri-Rail commuter rail passenger service along 72 miles of the South Florida Rail Corridor and 8 miles of the Florida East Coast Railway. The agency's strategic objectives include maintaining system safety, increasing ridership, enhancing operations, managing partnerships, and ensuring regional transportation infrastructure remains in a state of good repair. Detailed scopes of work, including specific requirements, deliverables, and terms, will be provided with each individual work order issued under this general consultant services agreement.

BACKGROUND
The SFRTA is an agency of the State of Florida, created in 2003 by Chapter 343, Florida Statutes (F.S.), as the successor to the Tri-County Commuter Rail Authority (TCRA). Pursuant to Chapter 343, F.S., SFRTA is authorized to own, operate, maintain and manage a transit system in the tri-county area of Miami-Dade, Broward and Palm Beach counties. It is further authorized under Chapter 343 to coordinate, develop, and implement a regional transportation system which operates along 72 miles of the South Florida Rail Corridor (SFRC) and eight (8) miles of the Florida East Coast Railway (FECR).
SFRTA and its predecessor have operated the Tri-Rail commuter rail passenger service since 1989, with the vision of connecting communities, delivering exceptional service, and providing safe and reliable transportation options. To move towards this vision, the agency’s mission is to collaborate with partners and deliver a safe, convenient, and effective service that serves as South Florida’s multimodal backbone.

In pursuit of its mission, SFRTA adheres to the following strategic goals:
a) Provide a safe system;
b) Increase ridership and enhance the customer experience;
c) Enhance system operations;
d) Nurture all partnerships;
e) Seek additional forms of revenue;
f) Provide a productive, invested, and valued workplace;
