About this opportunity

Pinellas County is seeking bids for the Fiscal Year 2025-2027 Countywide Pavement Preservation program, a comprehensive roadway maintenance initiative designed to address and improve county road conditions. The project involves traffic control measures, milling and resurfacing designated existing roadways, and providing temporary and permanent pavement markings, with potential road base reconstruction to correct failing conditions. Contractors must be pre-qualified with the Florida Department of Transportation (FDOT) in Flexible Paving and Hot Plant-Mixed Bituminous Courses or provide alternative qualification documentation. The Invitation to Bid (ITB-C No. 25-0791) was released on September 26, 2025, with question submissions due by October 1, 2025, and proposal submissions due by October 7, 2025, at 3:00 pm. The contract term spans fiscal years 2025-2027, with all specific work to be completed by September 30, 2026, and a maximum of 540 consecutive calendar days allowed from the Notice to Proceed. Evaluation will focus on selecting the lowest responsive, responsible bidder meeting the specified requirements.

The county has established a 10% Small Business Enterprise (SBE) participation goal for subcontractors, requiring vendors to complete SBE Compliance Forms detailing subcontractor information. A bid bond of 5% of the base bid is required, and liquidated damages are set at $1,434.66 per calendar day for late completion. The total contract value shall not exceed $23,500,000, with payments based on completed quantities across two project groups: Group A and Group B. Contractors must demonstrate capability through comprehensive documentation, including project history, reference letters, and proof of financial stability. The project includes specific compliance requirements such as using the E-Verify system, maintaining Web Content Accessibility Guidelines (WCAG 2.0), procuring required insurance, and adhering to local, state, and federal directives including Americans with Disabilities Act (ADA), Equal Employment Opportunity (EEO), and Minority Business Enterprise (MBE) regulations. Successful contractors will be responsible for roadway improvements across various Pinellas County locations, with careful coordination to minimize disruption to traffic and local business operations.
