About this opportunity

Kissimmee Utility Authority (KUA) is procuring unleaded gasoline and low sulfur diesel fuel for motor vehicles and diesel generators under Annual Requirement AR 26-034-JG, with bids due June 16, 2026 at 2:00 PM EST via electronic submission through VendorLink. Petroleum Traders Corporation was selected as the apparent successful bidder on July 1, 2026; the award is subject to final KUA Board approval and does not constitute contract formation until executed.

The scope covers four service categories — regular and emergency fuel services for vehicles and generators — with estimated annual quantities including 87-octane unleaded (20,000 gallons transport load, 60,000 gallons tank wagon), ultra-low sulfur diesel #2 (10,000–25,000 gallons in various loads), B20 biodiesel (1,000 gallons), and on-site fueling for first responder vehicles (14,000 gallons). Diesel must meet 40–42 cetane minimum; generators may use dyed diesel. Delivery occurs at Lackey Center with two 10,000-gallon in-ground unleaded tanks, one 10,000-gallon in-ground diesel tank, and two 500-gallon portable double-wall tanks; average order size is 6,000 gallons. KUA reserves the right to add or delete fuel types and quantities during contract performance based on operational needs, weather, and emergency events. Pricing is structured as fixed discount-per-gallon for each fuel type and service category across all five contract years.

The contract term is five years with an anticipated value between $250,000 and $500,000. KUA's preferred payment method is ACH/EFT, with payment anticipated within thirty days of invoice receipt. No bid bond or performance bond is required. The contract is subject to FEMA reimbursement compliance, federal equal employment opportunity and non-discrimination requirements, the Clean Air Act, the Federal Water Pollution Control Act, the Contract Work Hours and Safety Standards Act, and Florida E-Verify requirements. Emergency fuel services will be provided on an as-needed basis with contractors required to provide priority service during declared emergencies. Questions were due May 20, 2026. Four vendors submitted bids by June 16, 2026: Campbell Oil Company, Gresham Petroleum Company, Odajuste & Company LLC, and Petroleum Traders Corporation. Interested parties may file a written protest with the Vice President of Finance and Administration within seventy-two hours of the award notice.
