About this file
This is Addendum #1 to the Fuel Services solicitation (AR 26-034-JG) issued by Jennifer Grieves, Buyer, on behalf of Kissimmee Utility Authority (KUA) in Florida on May 21, 2026. The addendum clarifies specifications and requirements for the delivery of unleaded gasoline, low sulfur diesel, and B20 biodiesel to support KUA's motor vehicles and diesel generators. The solicitation requires bidders to provide pricing for all items identified on the bid form to be considered responsive. The anticipated Notice of Intent to Award is scheduled for on or about July 31, 2026, with contract commencement on October 6, 2026, following the expiration of the current contract on October 5, 2026. Successful bidders will be notified by email through VendorLink, and bid tabulations will be posted in VendorLink following KUA's review of solicitation responses.
The addendum specifies delivery requirements including two 10,000-gallon in-ground unleaded tanks, one 10,000-gallon in-ground diesel tank, and two 500-gallon portable double-wall tanks at Lackey Center, with an average order size of 6,000 gallons. Diesel specifications require 40-42 cetane minimum clear diesel, though generators may use dyed diesel. KUA's preferred payment method is ACH/EFT, and no MWBE requirements, warranty submissions, OPIS reports, or fuel additives are required. Taxes and fees such as LUST and superfund charges must be included in the firm markup or discount for each product. The solicitation acknowledges concerns regarding B20 availability in the Orlando area and reserves the right to evaluate bid responsiveness accordingly. Metered bill of lading documents are accepted in lieu of metered truck requirements. Emergency fuel services will be utilized on an as-needed basis, with contractors required to provide priority service to KUA during declared emergencies or disaster events.
