About this opportunity

Bergen County Department of Parks is procuring food and beverage concession services for three golf courses: Overpeck Golf Course (Teaneck), Rockleigh Golf Course (Rockleigh), and Darlington Golf Course (Mahwah). Qualified concessionaires may bid on one, two, or all three locations. The Overpeck Golf Course concession will operate for an initial three-year term with two optional one-year renewal periods, while Rockleigh and Darlington Golf Course concessions will operate for three consecutive seasons with two optional seasonal renewal periods. Concessionaires must maintain snack bar operations every day the golf course is open to the public, opening at least 30 minutes before the first tee time and closing no earlier than one hour after the last tee time. Bidders must demonstrate a minimum of three years' successful experience in food service, submit at least three professional references, and provide the resume of the General Manager overseeing daily operations; failure to submit required resumes will result in automatic bid rejection. The concessionaire must obtain all necessary licenses and permits at their own expense, including food service licenses, health permits, and alcoholic beverage licenses (for Overpeck only, as alcohol is prohibited at Darlington and Rockleigh). Additionally, concessionaires must pay monthly rent by the 15th of each month, maintain a security deposit of $2,500 per golf course, and submit a certified annual gross sales report within 45 days of each season's end. Sealed bids must be submitted electronically through Bergen County's Bonfire eProcurement platform at https://co-bergen-nj.bonfirehub.com/ by Thursday, April 23, 2026 at 12 Noon prevailing time. Prospective bidders are strongly encouraged to conduct site inspections by contacting Mr. Ian Kunesch, Director of Golf, at 201-538-5372 or IKunesch@BergenCountyNJ.gov to familiarize themselves with facility conditions before submission.

This procurement includes set-aside opportunities for Qualified Minority Business Enterprises (MBEs), Qualified Women's Business Enterprises (WBEs), Qualified Veteran Business Enterprises (VBEs), and Qualified Small Business Enterprises (SBEs), all of which must be independently owned and operated with a principal place of business in New Jersey and meet the specified ownership and control requirements. All bidders must comply with New Jersey prevailing wage requirements and minority and women-owned business enterprise regulations. Bidders are required to submit several mandatory compliance documents, including an Ownership Disclosure Statement, Iran Disclosure Form, Certification of Noninvolvement in Prohibited Activities in Russia or Belarus, Vendor Information Form, and site inspection documentation. The minimum acceptable bid for Overpeck Golf Course is $500 per month, with no specified minimum bid requirement for Darlington and Rockleigh Golf Courses; however, no maximum award values or budget ranges are specified in the procurement documents. Bergen County retains the discretion to exercise renewal options and may award the concessions separately or in combination across the three locations to the lowest responsible bidder. The County provides equipment at Overpeck Golf Course, including commercial cooking equipment, refrigeration units, and POS systems, but makes no representations regarding equipment availability or condition at Darlington and Rockleigh locations, requiring bidders to conduct thorough site inspections and assessments.
