About this file
This is a Joint Venture and Set-Aside Program document issued by the Bergen County Board of County Commissioners and County Executive for the County of Bergen, New Jersey. The document outlines the County's commitment to economic inclusion and establishes certification requirements for businesses seeking to compete for construction, architecture, engineering, professional services, and goods and services contracts. The related contract opportunity involves food and beverage concession operations at three Bergen County golf courses: Overpeck Golf Course, Rockleigh Golf Course, and Darlington Golf Course. Qualified concessionaires may submit bids for one, two, or all three locations. The Overpeck Golf Course concession will operate for three years with two optional one-year renewal periods, while the Rockleigh and Darlington Golf Course concessions will operate for three consecutive seasons with two seasonal renewal options.
The set-aside program establishes four certification categories that qualify businesses for participation: Qualified Minority Business Enterprise (MBE), Qualified Women's Business Enterprise (WBE), Qualified Veteran Business Enterprise (VBE), and Qualified Small Business Enterprise (SBE). All qualified businesses must be independently owned and operated with a principal place of business in New Jersey; MBEs, WBEs, and VBEs must be at least fifty-one percent owned and controlled by minority group members, women, or veterans, respectively. Businesses can obtain certifications from the State of New Jersey Department of Treasury, Port Authority of New York and New Jersey, NJ Transit, the United States Small Business Administration, or the United States Department of Veteran Affairs. Prospective vendors must register on the Bergen County Purchasing portal at www.bergenbids.com and upload required documentation, including a New Jersey Business Registration Certificate and relevant certification documents for qualifying businesses. For additional information or certification assistance, interested parties may contact Glen Gardner at agardner@co.bergen.nj.us or (201) 336-7112.
