About this file
This is a specifications document issued by the Bergen County Department of Parks (BCDP) for the operation of food and beverage concessions at three county-owned golf courses: Overpeck Golf Course in Teaneck, Darlington Golf Course in Mahwah, and Rockleigh Golf Course in Rockleigh, New Jersey. Qualified concessionaires may submit bids for one, two, or all three golf course locations. The concession operation at Overpeck Golf Course will be for a three-year initial term with two one-year renewal options, while operations at Darlington and Rockleigh Golf Courses will be for three consecutive seasons with two seasonal renewal options. The concessionaire must maintain snack bar operations every day the golf course is open to the public, with opening at least 30 minutes before the first tee time and closing no earlier than one hour after the last tee time (or when adequate vending machines are available). All bidders must provide written proof of a minimum of three years' successful experience in food service, submit at least three professional references, and include the resume of the General Manager who will oversee day-to-day operations; failure to submit required resumes will result in bid rejection.
The minimum acceptable bid for Overpeck Golf Course is $500 per month, with no minimum bid requirement for Darlington and Rockleigh Golf Courses. Concessionaires must pay monthly rent by the 15th of each month and submit a security deposit of $2,500 per golf course prior to commencing operations. All fees charged to the public must be comparable to similar facilities in the area and subject to approval by the BCDP Director. The concessionaire must obtain all necessary licenses and permits at their own expense, including food service licenses, health permits, and alcoholic beverage licenses (for Overpeck only, as alcohol is prohibited at Darlington and Rockleigh). The concessionaire bears full responsibility for equipment maintenance, utilities (except building heating, cooling, and electrical systems), pest control, waste removal, cleaning supplies, fire suppression system inspections, and all food quality standards. A certified annual gross sales report must be submitted within 45 days of each season's end, and failure to do so may result in denial of option year renewals. The County provides equipment at Overpeck (including commercial cooking equipment, refrigeration units, and POS systems), but makes no representations regarding equipment availability or condition at Darlington and Rockleigh; bidders are encouraged to inspect all facilities prior to submission.

BERGEN COUNTY PARKS DEPARTMENT
ONE BERGEN COUNTY PLAZA
HACKENSACK, NJ 070601-7076
INTRODUCTION TO BERGEN COUNTY
Bergen County, New Jersey is comprised of seventy municipalities, and it lies in the northeast corner of the state. Bergen County is the most populous of the state’s counties; the median household income in 2020 was $108,827.00 and the median individual income was $47,192.00, according to the U.S. Census Bureau. The County borders New York City to the east; Rockland County, NY, to the north; Passaic County to the west; and Hudson and Essex counties to the south.
It boasts an impressive county-run park system consisting of over 9,000 acres where visitors can ski, swim, play baseball, and golf--among other recreational activities.
AREA DEMOGRAPHICS
Information derived from U. S. Census Bureau reports for 2020 (unless otherwise cited).
● Area current population: The data indicates that, for 2020 the population of Bergen County was 955,732.
● Median age: The median age was 41.9 years.
● Median household income: The median household income was $108,827.00 Of households, 18.3% fall into the $100,000 - $149,999 income category, the largest individual category.

The six golf courses owned and run by Bergen County are the gems of the County park system due to their inherent quality and the scarcity of private alternatives in the region.
Overpeck Golf Course (Teaneck, New Jersey)
The 6,584 yard par 72 Overpeck golf course features ample fairways and large greens.
Wind is always a factor but the real challenge exists in skillfully avoiding the abundance of water.
Situated on the northern tip of the New Jersey Meadowlands, holes cross over, run adjacent to and are surrounded by hazards.
Darlington Golf Course (Mahwah, New Jersey)
This 18-hole course sits in the rolling foothills of the Ramapo mountain range. Cut through a thick forest of hard woods, the course presents a beautiful setting at any time of year.
Rockleigh Golf Course (Rockleigh, New Jersey) The County's only twenty-seven-hole facility plays as two distinct courses. The Red and White nines combine to create a championship venue. Opened in 1946 and completely renovated in 2004.
This course is the host for the annual BC Amateur Championship.
The County of Bergen seeks an innovative Concessionaire to operate the Snack Bars at Overpeck, Rockleigh, and Darlington Golf Courses. The County’s park system prides itself on prudently managing revenue-generating activities, such as food and activity concessions, to cover the majority of its expenses and provide an additional benefit to the public.
