The scope encompasses milling existing asphalt pavement (1.5 to 2 inches depth) and resurfacing with Superpave asphalt concrete (SP 12.5 for arterial, SP 9.5 for local roads) across the four projects. Work includes mobilization, traffic control and maintenance of traffic, inlet protection, utility adjustments (valve boxes and manhole rims), pavement markings (white and yellow), raised pavement markers, and loop assemblies for traffic signal detection. The four projects are Belcher Road (Belleair to East Bay Drive), Keene Road (Gulf-to-Bay to Belleair), Local Group 213, and Local Group 216. Specifications incorporate Pinellas County Supplemental Specifications (January 2025), Pinellas County Utilities Standard Technical Specifications (June 2018), and FDOT Standard Specifications for Road and Bridge Construction (FY 2024–2025). Fuel price adjustments are not permitted.
The engineer's estimate is $7.3 million. The contract term is 210 consecutive calendar days; contractors must commence work within 15 days of Notice to Proceed. A 5% bid bond is required, and performance and payment bonds each at 100% of contract value are mandatory. Liquidated damages are $1,388.80 per day of delay. This is a two-step qualification and bidding process; submittals must be uploaded to OpenGov at https://procurement.opengov.com/portal/pinellasfl. Questions are due July 3, 2026 at 3:00 p.m. No site visits or pre-bid conferences are required. The County will award to the lowest responsive and responsible bidder. All contractors and subcontractors must register with and use E-Verify, comply with the Florida Trench Safety Act (Section 553.60 et seq., incorporating 29 C.F.R.
