About this file
This is a Bid Submittal Form for a Job Order Contract (JOC) with Pinellas County, Florida, related to the Fiscal Year 2027 Pavement Preservation Package 1 project. The County seeks to procure paving and pavement preservation services across four locations comprising approximately 38.55 lane miles of roadway, including two arterial and two local projects. The contract structure is an indefinite quantity agreement wherein bidders submit adjustment factors to unit prices contained in a Construction Task Catalog rather than fixed pricing. Bidders must provide a single adjustment factor applicable to all unit prices, with adjustments ranging from increases to decreases expressed as multipliers (for example, 1.1000 representing a 10% increase or 0.9500 representing a 5% decrease). The bid submittal form does not specify explicit response deadlines, site visit requirements, or award dates within the provided documentation.
The evaluation methodology weights adjustment factors across five work categories: Non-Secure Areas with Normal Working Hours (60% weight), Non-Secure Areas with Other than Normal Working Hours (10% weight), Secure Areas with Normal Working Hours (10% weight), Secure Areas with Other than Normal Working Hours (10% weight), and Non Pre-priced Tasks (10% weight). Bidders must submit all adjustment factors to four decimal places using conventional rounding methodology and must adhere to specific hierarchy constraints, including that secure area adjustment factors must be equal to or greater than non-secure area factors, and that non pre-priced work adjustment factors must equal or exceed 1.0000. The County reserves the right to correct arithmetic errors in bid calculations. No assurances are provided regarding work distribution consistency with the weighted percentages used solely for bid evaluation purposes.
