About this file

This is a Florida Trench Safety Form and Certification Statement required for bidders on the Fiscal Year 2027 Pavement Preservation Package 1 project in Pinellas County, Florida. The form establishes compliance requirements under the Florida Trench Safety Act (Section 553.60 et seq., Florida Statutes), which incorporates Federal excavation safety standards set forth in 29 C.F.R. Section 1926.650 Subpart P as the interim state standard. Bidders must acknowledge their responsibility to comply with all applicable excavation and trench safety standards and must disclose the specific trench safety measures, quantities in linear feet, unit costs, and extended costs for pipe installation work included in their bid. The form requires bidders to consider geotechnical data available from the County and other relevant sources when designing their trench safety systems, with the contractor assuming sole responsibility for data selection and system design.

The trench safety costs disclosed in the bid form are provided solely for procedural compliance purposes and do not constitute the full extent of the contractor's obligation to comply with applicable standards. Contractors must provide any additional funds necessary to ensure compliance with the Florida Trench Safety Act at no additional cost to Pinellas County, except as otherwise specified in the contract documents. The County's acceptance of a bid does not represent an evaluation or determination that disclosed costs are adequate for trench safety compliance, nor does it relieve the contractor of its sole responsibility for meeting all applicable safety requirements. Failure to complete the trench safety disclosure form may result in the bid being declared non-responsive.
