About this opportunity

The City of Buda, Texas is soliciting sealed proposals from qualified and experienced public accounting firms whose principal officers are independent Certified Public Accountants to provide comprehensive financial audit services for fiscal years ending September 30, 2026 through September 30, 2030. The scope of services includes performance of the City's annual financial audits, conduct of Single Audits for State and Federal grants, auditing of basic financial statements and combining and individual fund financial statements, compliance examinations for major federal award programs, and assistance with Annual Comprehensive Financial Report (ACFR) preparation aligned with Government Finance Officers Association (GFOA) Certificate of Achievement standards. The selected firm must complete the annual audit within six months of fiscal year-end, with interim audit planning scheduled for June, July, or August 2026 and subsequent fieldwork to be completed primarily during January with final completion no later than February 10 of each year. Responding firms must provide all-inclusive, not-to-exceed annual fees for each fiscal year as well as separate hourly rates for special projects and services outside the standard audit scope. Sealed proposals are due by 2:00 PM Central Time on May 7, 2026, at which time proposals will be publicly opened and read aloud, with an anticipated award date in June 2026. The City will evaluate proposals using a 100-point scoring system allocating points across five categories: Firm Profile and Experience (20 points), Approach to Conducting Audit Work (30 points), Audit Staff (30 points), and Cost Proposal (20 points). The selected firm must maintain working papers for at least five years and immediately report any irregularities or illegal acts discovered during the audit to City management and leadership.

The City of Buda has included multiple compliance and certification requirements that do not constitute formal set-asides but serve as eligibility and preferential consideration criteria. Certified Historically Underutilized Business (HUB) firms owned by minorities, women, or disadvantaged business enterprises may receive favorable evaluation consideration through the Texas HUB certification program administered by the Texas Comptroller of Public Accounts. All responding firms must execute mandatory certifications including House Bill 89 verification confirming non-boycott of Israel, a Conflict of Interest Questionnaire disclosing any potential conflicts with City officials or employees, a Disclosure of Business Relationships confirming compliance with Texas sanctions regime exclusions related to Iran, Sudan, and foreign terrorist organizations, and acknowledgment of all solicitation addenda and ADA requirements. Exemptions from certain requirements apply to companies with fewer than ten full-time employees or contracts valued below $100,000 in public funds. The solicitation does not identify any incumbent contractors or specify a budget ceiling or award value range, leaving pricing evaluation to the submission of proposals based on the all-inclusive annual fee structure submitted by each qualified firm. The City is exempt from state sales tax and federal excise tax on services provided under this contract.
