About this file
This is a Request for Proposals (RFP) documentation file issued by the City of Buda, Texas, soliciting sealed proposals from qualified public accounting firms to provide comprehensive financial audit services. The City seeks experienced firms whose principal officers are independent Certified Public Accountants to perform annual financial audits, conduct Single Audits for State and Federal grants, audit basic financial statements and combining individual fund financial statements, complete compliance examinations for major federal award programs, and assist with Annual Comprehensive Financial Report (ACFR) preparation aligned with Government Finance Officers Association standards for fiscal years ending September 30, 2026 through September 30, 2030. The selected firm must complete the annual audit within six months of fiscal year-end, with interim audit planning scheduled for June, July, or August 2026 and subsequent fieldwork to be completed primarily during January with final completion no later than February 10 of each year. Sealed proposals are due by 2:00 PM Central Time on May 7, 2026, at which time proposals will be publicly opened and read aloud, with an anticipated award date in June 2026. The contract term spans five fiscal years with no renewal options specified.
Responding firms must provide all-inclusive, not-to-exceed annual fees for each fiscal year as well as separate hourly rates for special projects and services outside the standard audit scope. The City will evaluate proposals using a 100-point scoring system allocating points across four categories: Firm Profile and Experience (20 points), Approach to Conducting Audit Work (30 points), Audit Staff (30 points), and Cost Proposal (20 points). The solicitation includes multiple mandatory compliance and certification requirements, including House Bill 89 verification confirming non-boycott of Israel, a Conflict of Interest Questionnaire, and a Disclosure of Business Relationships confirming compliance with Texas sanctions regime exclusions. Certified Historically Underutilized Business (HUB) firms owned by minorities, women, or disadvantaged business enterprises may receive favorable evaluation consideration through the Texas HUB certification program. The solicitation does not identify an incumbent contractor, specify a budget ceiling, or provide an award value range, leaving pricing evaluation to the submission of proposals based on the all-inclusive annual fee structure. The City is exempt from state sales tax and federal excise tax on services provided under this contract. Selected firms must maintain working papers for at least five years and immediately report any irregularities or illegal acts discovered during the audit to City management and leadership.
