About this file

This is a required forms document for RFP 26-104 issued by the City of Buda, Texas, pertaining to a comprehensive financial audit services contract. The solicitation requests sealed proposals from qualified public accounting firms whose principal officers are independent Certified Public Accountants to provide annual financial audits, Single Audits for State and Federal grants, and related audit services for fiscal years ending September 30, 2026 through September 30, 2030. The City requires interim audit planning during June, July, or August 2026, with subsequent fieldwork to be completed primarily during January of each year, with final completion no later than February 10. Sealed proposals are due by 2:00 PM Central Time on May 7, 2026, at which time proposals will be publicly opened and read aloud. The anticipated award date is June 2026, and the contract term spans five fiscal years through September 30, 2030.

Responding firms must submit all-inclusive, not-to-exceed annual fees for each fiscal year as well as separate hourly rates for special projects outside the standard audit scope. The City will evaluate proposals using a 100-point scoring system allocating points across Firm Profile and Experience (20 points), Approach to Conducting Audit Work (30 points), Audit Staff (30 points), and Cost Proposal (20 points). Certified Historically Underutilized Business (HUB) firms may receive favorable evaluation consideration through the Texas HUB certification program. All responding firms must execute mandatory certifications including House Bill 89 verification confirming non-boycott of Israel, a Conflict of Interest Questionnaire, and a Disclosure of Business Relationships confirming compliance with Texas sanctions regime exclusions. Exemptions apply to companies with fewer than ten full-time employees or contracts valued below $100,000 in public funds. The solicitation does not identify an incumbent contractor or specify a budget ceiling. Selected firms must maintain working papers for at least five years and immediately report any irregularities or illegal acts discovered during audits to City management.
